INTRODUCTION
The Oregon Health Policy and Research (OHPR)/Health Systems Data and Research Unit which is part of the Oregon Health Authority, is seeking candidates with exceptional qualifications to be considered for Health System Research and Data Manager/Principal Executive Manager F. The chosen candidate will be responsible for directing, managing and supervising the completion of policy research and analysis related to the Oregon Health Plan and health care finance and delivery systems. This position is management service and is not represented by a union.

DHS employs over 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
SCOPE OF THE POSITION
The Health Systems Data and Research Unit collects, analyzes and evaluates health care information from resources within state government and outside resources. Health Systems Data and Research Unit Manager is the primary contact for health services researches, demographers, fiscal analysts and legislative staff for Oregon health care trends.
The major duties include:
- Supervising, developing and maintaining of all-payer, all claims (APAC) reporting systems for the state.
- Designing, overseeing and conducting qualitative and quantitative analyses in support of state health policy goals, including providing direction and leadership to the Oregon Health Research and Evaluation Collaborative.
- Developing models to estimate and/or forecast effects of healthcare reforms in Oregon.
- Supervising Health Systems Data and Research Unit staff.
- Directing the preparation of biennial budget request for Health Systems Data and Research Unit as part of the OHPR budget process.Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
- Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
MINIMUM QUALIFICATIONS
Four years of management experience in a public or private services program which included responsibility for each of the following:
- Development of program rules and policies,
- Long- and short-range goals and plans,
- Program evaluation, and
- Budget preparation/management.
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
EDUCATION: Although undergraduate and graduate degrees are valued, we encourage all individuals with the desired competencies and experience to apply.

partners
Leadership in managing organizational change and/or major program design
