(Assistant Estate Administrator)

$3,383 - $4,716 MONTHLY


This employment opportunity is with Administrative Services Division (ASD)/Office of Payment Accuracy and Recovery (OPAR)/Estate Administration Unit, which is part of the Department of Human Services (DHS).  There is one full-time position located in Salem.  This position is represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
Four years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.  Two of the four years must be above the technical support level.
 
NOTE:  College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

DUTIES AND RESPONSIBILITIES
 
Enforce estate recovery and act as a liaison between the Department and other parties using and interpreting established laws, policies and regulations. The position has significant independence and discretion in interpreting and applying complex regulations and to refer, in concert with the estate administrator and management, cases for possible sanctions and/or other remedies to the Department of Justice. May design, in concert with other team members, new procedures to address problem areas or improve unit performance. The position has significant contact with a multitude of parties in communicating federal and state laws, rules, regulations, policies and procedures regarding estate recovery compliance. Responsible for reviewing, researching, and evaluating all initial referrals on deceased Medicaid recipients to identify estate assets upon which a claim may be made. Other duties as assigned.
 
WORKING CONDITIONS
 
Normal office working conditions. Travel may be required occasionally throughout the state to provide training, provide testimony, or inspect estate property. You must have a valid driver’s license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation. May occasionally encounter hostile or  emotionally upset individuals. May require some bending, stooping, and lifting associated with working with file drawers/boxes. Also, the position utilizes PC and CRT terminals.
