(Project Manager)

INTRODUCTION 
 
The Oregon Department of Human Services (DHS)/Office of Information Services (OIS)/Self-Sufficiency Modernization Program (SSM) is seeking candidates with exceptional qualifications to be considered for the Self-Sufficiency Modernization Project Manager/PEMD, limited duration position (date of hire through June, 2011). The chosen candidate will be responsible for planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives by using industry best practices and project management principles.
 
This position is management service and is not represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.

DHS employs approximately 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners. 
 
The Self-Sufficiency Modernization Program was established to enable improved delivery of human services to Oregon citizens in need. The SSM Program will provide online access to services and benefits processing and improve caseworker effectiveness, through a series of case management systems improvements.

SCOPE OF THE POSITION 
 
The Project Manager will work with other managers including the Business Analysis Manager, Business Transition Manager, Development Manager, Program Leader, and Deputy Program Leader to plan and lead complex software development projects.
 
The major duties include: 
  • Initiation of projects including establishing project goals, objectives and rough-order estimates.
  • Perform initial risk assessments and assist with identification of project teams and project sponsors.
  • Lead the planning process including preparing project plans, defining project scope, determining project tasks, resources, estimates, schedules, and feasibility.
  • Determine resource needs.
  • Interview potential team members.
  • Determine contracting needs and request solicitations. Review responses and recommend contract decisions.
  • Direct project execution.
  • Coordinate and assign resources.
  • Assign and review work.
  • Monitor project issues and risks. Prepare and complete mitigation strategies.
  • Prepare reports and other communications for various stakeholder groups.
  • Promote an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
  • Contribute to an organization culture that actively models the five DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
  • Model the eight DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011. 
 
MINIMUM QUALIFICATIONS
 
Six years of supervision or Six years of experience in staff-technical, or professional-level work experience related to Information Systems. This experience must have included at least two years of program/project leader responsibility which included responsibility for one or more of the following:
  • Development of program rules and policies,
  • Long and short-range goals and plans,
  • Program evaluation, or
  • Budget preparation/management.
 
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.
 
EDUCATION: Although undergraduate and graduate degrees are valued, we encourage all individuals with the desired competencies and experience to apply.

The person in this position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
 
Occasional in-state and out-of-state travel. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
