This employment opportunity is with the Administrative Services Division (ASD)/Office of Financial Services (OFS)/Management Reporting Unit, which is part of the Department of Human Services (DHS). There are two full-time, openings located in Salem. These positions are management service and are not represented by a union.
The Office of Financial Services (OFS) is responsible for accurately recording and reporting the financial status of the Department. OFS is the steward of the Department’s financial resources ensuring integrity and accountability by efficiently and effectively providing accurate, accountable and responsive financial management and business services to DHS clients, stakeholder, state and federal partners, and employees.
OFS is organized by functional area providing a full-cycle accounting system including accounts receivable, accounts payable, contract payments, payroll, receipting and trust, general ledger accounting, interface and accounting system development and maintenance, state, federal and management reporting and financial analysis.
This position will be involved in assisting the Office of Financial Services in becoming a “lean” organization. This means organizing work to get the right information to the right place at the right time, while minimizing waste and being flexible and open to change. Under a lean organization, employees closest to the work are empowered to use their talent to develop more efficient process and progress is verified through measures.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to business/finance; and four years professional-level evaluative, analytical and planning work related to financial services.
OR
Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work related to financial services.

DUTIES AND RESPONSIBILITIES
These positions are responsible for collaborating with stakeholders to evaluate programs, services, and systems; identify potential risks and difficulties; and, developing detailed plans, goals, and objectives for the long-range implementation and administration in support of agency programs by Interpreting complex regulations that impact financial processes; adapting new policies and procedures to align the implementation of an automated transaction based financial application to a streamlined business framework; translating business needs into accounting and budgetary infra-structure requirements and verifying them as they evolve in the process of implementing the financial infra-structure solutions designed to comply with GAAP and applicable state and federal laws.
WORKING CONDITIONS
Some travel may be required. You must have a valid driver’s license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
These positions work a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
