PRINCIPAL EXECUTIVE/MANAGER B
(E.D.M.S. Shift Operations Manager)

$3,672 - $5,406 MONTHLY


This employment opportunity is with Administrative Services, which is part of the Department of Human Services (DHS).  There are two full-time openings located within the Office of Document Management Unit in Salem. 
 
These positions are Management Service and are not represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
Your resume must clearly indicate five years experience in lead work/supervision, staff-technical or professional-level work related to an electronic data management system.  This experience must have included participation in the management of a program, section, or unit including one or more of the following areas:
 
a) Development of program rules and policies,
b) Development of long-and-short range goals and plans,
c) Program evaluation or 
d) Budget preparation/management.
 
A Bachelor's degree or courses in a field related to management such as Business or Public Administration; or a field related to a human service program may be substituted for up to three years of the human service experience.
 
NOTE:  This position requires flexible work hours including evenings and weekends.  Typical shifts are 6:00 a.m. – 3:00 p.m.; 3:00 p.m. – 11:30 p.m.; 11:30 p.m. – 6:00 a.m.; and 11:30 p.m. – 8:00 a.m.  The Office of Document Management has a 24-hour operational business need and may temporarily or permanently assign staff to shifts other than the typical shifts listed in this recruitment.  As a condition of hire and continued employment, employees are required to work various shifts based on current business need.  Additionally, employees are required to cover shifts on a temporary basis with short notice while co-workers are out of the office i.e. vacation, illness, etc.
 
NOTE:  Fingerprint-based criminal history and driving record checks will be done for applicants offered employment.  Candidates must be cleared by the Criminal Justice Information System (CJIS) through a fingerprint-based criminal background check.

DUTIES AND RESPONSIBILITIES
 
The purpose of this position is to assist in the management of the day-to-day operations of the DHS Electronic Data Management System (EDMS) functions.  This position plans, assigns, supports through coaching and mentoring and evaluates the work of staff.  The person in this position establishes, maintains and trains employees on standard operating procedures, oversees and insures efficient business operations, evaluates information and data, compiles statistics and prepares and maintains a variety of reports, implements recommendations approved by ODM management.
 
Major duties include:
 
Monitor incoming workloads for all program areas served by ODM;
Review urgent or emergency work requests, assign work to appropriate staff, clearly set and communicate priorities and expected completion dates to both staff and customers;
Ensure staff has access to and are trained in DHS policies and procedures;
Coordinate and participate in team meetings and produce and distribute accurate and timely minutes;
Compile and evaluate statistical information, reports and other information relevant to ODM key business functions;
Consistently analyze and make recommendations to ODM Managers and Administrator on revised work procedures that will further streamline business processes and reduce operating costs;
Actively participate in a variety of projecting including but not limited to MMIS Replacement, Intranet and EDMS upgrade; and
Ensure staffing levels and skill sets are consistently appropriate for the shift and current work loads.
