There is one full-time position within the Office of Senior and Disability Services. This is a 3 year Limited Duration position. This position is represented by a union.

QUALIFICATIONS
NOTE: Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Human Services; and four years experience coordinating or administering a Human Services program or;
Any combination of experience or education equivalent to seven years experience coordinating or administering a Human Services program.

DUTIES AND RESPONSIBILITIES
The Older Americans Act (OAA) funds a number of programs for older adults. The majority of these services are provided through the network of 17 Area Agencies on Aging (AAA) in Oregon. This position is responsible for developing programs, establishing standards and policies, writing administrative rules and providing administrative oversight for programs that are implemented by the AAA field structure. This position regularly works with DHS Fiscal and Policy Analysis, DHS Office of Accounting and DHS Office of Contracts and Procurement, federal agencies, other state agencies, commissions, advocates, and the field structure. Staff responsibilities include legislative analysis, development of legislative concepts and preparing reports to the legislature upon request. This position is assigned to manage the grant activities for the development and implementation of the Aging and Disabilities Resource Center (ADRC) program in collaboration with partnering AAAs.
The overall goal of the ADRC Program is to empower individuals to effectively navigate their health and other long-term support options. ADRCs accomplish this goal by: 1) serving as visible and trusted sources of information on the full range of long-term care options; 2) providing personalized and consumer-friendly assistance to empower people to make decisions about their support options; 3) providing coordinated and streamlined access to all publicly-funded long-term care programs through a single intake, assessment and eligibility determination process; 4) helping people plan ahead for their future long-term care needs; and 5) assisting Medicare beneficiaries understand and access the Prescription Drug Coverage and prevention health benefits available under the Medicare Modernization Act. ADRCs serve as integrated points of entry into the long-term care service system and are designed to address the frustrations many consumers and their families experience when they need to obtain information and access to supports and services.
Program Development:
Research and evaluate information on standards of practice and service delivery utilizing the ADRC technical assistance website and following up with other states related to best practices and lessons learned.
Develop measurable goals and objectives, at a minimum, in the following program areas: Awareness and Information to include outreach and marketing, comprehensive resource database, consistent and uniform information, marketing to all consumers regardless of income; Assistance to include options counseling, referrals and follow-up, crisis intervention, future long term support needs planning; Access to include single, standardized entry process, financial and functional eligibility determination, uniform criteria to assess risk of institutional placement; Target Populations to include actual served against target population estimate; Critical Pathways to Long Term Support to include training and education to providers about the ADRC, establish protocols for referrals, particularly with hospitals and LTC facilities; Partnerships and Stakeholder Involvement to include staff support to the ADRC advisory committee with participation by the AAAs, aging and disability service partners, stakeholders and consumers; IT/MIS to include management reports related to program outputs and an efficient process for sharing information electronically with external entities; Evaluation Activities to include reports that measure performance related to established indicators, utilizes consumer satisfaction evaluations, measures time between first contact and eligibility determination, tracks complaints and grievances; Staffing and Resources to include adequate capacity to assist consumers in a timely manner and assure minimum staff requirements such as national accreditation.
In collaboration with the ADRC Advisory Council develop recommendations to management related to the Request for Proposal (RFP) and contracting processes.
Program Evaluation:
Initiates and oversees the RFP and contracting processes related to the establishment of the ADRC; Initiates and oversees the establishment of Memorandums of Understanding with aging and disability service partners;
Monitors contractor’s compliance with established scope of work and measure performance related to established indicators. Manages fiscal operations including budget development, authorization of expenditures and monitoring the financial health of the contractors; Provides technical support and coordination to contractors and partners related to the ADRC; Responds to inquiries and requests for information from stakeholders and other interested parties; Acts as primary staff to the ADRC Advisory Council; Develops, directs and implements public relations and communications strategies to support increased public
WORKING CONDITIONS
Travel required, including moderately-frequent overnight travel. Must have a valid driver's license and an acceptable driving record. If not, must be able to provide an alternate method of transportation.
