LIMITED DURATION
This employment opportunity is with the Office of the Director/Oregon State Hospital Replacement Project, which is part of the Department of Human Services (DHS). There is one full-time, limited duration opening located in Salem. This position is currently funded through June 30, 2011 with possible future funding pending legislative approval each biennium through the completion of the project in 2013. This position includes family health benefits, leave accrual and is represented by a union.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Human Services; AND four years experience coordinating or administering a program related to Human Services.
OR
Any combination of experience or education equivalent to seven years of experience coordinating or administering a program related to Human Services.

DUTIES AND RESPONSIBILITIES
Analyze the feasibility of developing housing supports and residential services in the community designed to a) divert persons from admission to the State Hospital or b) to provide transitional services for persons who have received maximum benefit from inpatient hospital services.
Service models within this new program would be designed to provide intensive and time limited interventions to address an individual’s acute need and to support their return to a permanent home. Services will be developed for persons who qualify for 1915(c) Home and Community Based Care waivers as well as persons who qualify for the existing Extended Care Programs. Models to be designed will promote polices of self direction and person centered care; provide access to necessary medical, nursing and licensed specialists, peer support and care coordination.
This position will coordinate with management and staff at the Oregon State Hospital (OSH), Seniors and People with Disabilities (SPD), Addictions and Mental Health (AMH), Extended Care Programs, and Community Housing to develop clinical services and programs and ensure successful delivery of services to residents. Other duties as assigned.
WORKING CONDITIONS
This position will work in normal office working conditions, meeting urgent and ever changing deadlines, handling multiple projects at the same time, and working on various computer programs. Maintaining Project confidentiality is mandatory. Duties require regularly scheduled meetings and coordination of work with SPD Hospital Diversion Coordinator and AMH Older Adult Services Coordinator. Occasional travel, particularly on as needed basis between the Salem and Junction City site location and the downtown DHS office will occur. Employee must have a valid driver’s license and an acceptable driving record. If not, must be able to provide an alternate method of transportation and must be able to maintain this as a condition of employment. Job may occasionally require evening or weekend work or availability.
