This employment opportunity is with the Office of the Director/Oregon State Hospital Replacement Project, which is part of the Department of Human Services (DHS).  There is one full-time, limited duration opening located in Salem.  This position is currently funded through June 30, 2011 with possible future funding pending legislative approval each biennium through the completion of the project in 2013.  This position includes family health benefits, leave accrual and is represented by a union.
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for this position.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
Five years of professional project management experience that included leading and managing discrete projects from initiation and planning through closure and evaluation.
 
OR
 
An Oregon Project Management Associate Certification or Project Management Professional Certification awarded by the Project Management Institute AND four years professional project management experience that included leading and managing discrete projects from initiation and planning through to closure and evaluation.
 
NOTE:  A Bachelor’s degree in Business Administration, Management, Public Administration or a closely related field may substitute for three years of the experience.  An advanced degree may substitute for an additional year of the experience.

DUTIES AND RESPONSIBILITIES
 
Manage and coordinate the identification and purchasing of Fittings, Fixtures and Equipment (FF&E) required for the new Oregon State Hospital.  The $21 million budget for FF&E will be required for two new state psychiatric hospitals; a 620-bed facility in Salem and a 360-bed facility in Junction City with both facilities serving the entire state. 
 
Manage extensive research studies into available products that will be presented to, and aligned with the needs of hospital staff and patients.  Perform licensure-related activities for the new facilities and coordinate the Historic Landmarks Commission (HLC) Review Applications with the City of Salem. 
 
Provide technical, analytical and consultative services to Project Administrator and the rest of the Oregon State Hospital Replacement Project (OSHRP) team on licensing, HLC reviews and FF&E requirements for the new facilities.  Using analytical and conceptual skills, organize, lead and/or provide staff support to focus groups, existing staff groups, and steering committees to provide a variety of high level policy papers, documentation, and user information during the sitting, design process, and construction process.  Other duties as assigned.
 
WORKING CONDITIONS 
 
Normal office working conditions, meeting urgent and ever changing deadlines, handling multiple projects at the same time, and working on various computer programs.  Maintaining Project confidentiality is mandatory.  Duties require occasional travel, particularly on an as needed basis between the Salem and Junction City site location and the downtown DHS office.  Employee must have a valid driver's license and an acceptable driving record, or otherwise be able to provide an acceptable alternate method of transportation and must be able to maintain this as a condition of employment.
