This position is with Children, Adults and Families (CAF)/Office of Vocational Rehabilitation Services (OVRS), which is part of the Department of Human Services (DHS). There is one full-time position located in PENDLETON. This position is represented by a union.
This recruitment will be used to establish a list of qualified people and the list may be used to fill future openings as they occur.
INTRODUCTION
OVRS is a statewide resource for people with disabilities and is part of the Department of Human Services. We assist individuals with disabilities in getting and keeping a job. OVRS is a state and federally sponsored program.
OVRS works in partnership with the community and businesses to develop employment opportunities for people with disabilities.
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS
A Master's degree in Rehabilitation Counseling; or be certified by either the Commission on Rehabilitation Counselor Certification as a Certified Rehabilitation Counselor (CRC), the Certified Insurance Rehabilitation Specialist (CIRS), or the Certification of Disability Management Specialists Commission as a Certified Disability Management Specialist (CDMS), and six months full-time work experience providing vocational rehabilitation-related services;
OR
A Master's degree in psychology, counseling, or a field related to vocational rehabilitation (such as one that promotes the physical, psychosocial, or vocational well-being of individuals with disabilities) and 12 months full-time work experience providing vocational rehabilitation-related services;
OR
A Bachelor's degree in a related field, such as one that promotes the physical, psychosocial, or vocational well-being of individuals with disabilities, and three years of full-time work experience providing vocational rehabilitation-related services to individuals with disabilities. There is no direct experience substitute for a Bachelor's degree.

DUTIES AND RESPONSIBILITIES
The Vocational Rehabilitation Counselor assists persons with disabilities in obtaining and/or retaining employment.
The major duties include:
Obtain, analyze and evaluate pertinent medical, psychological, social, vocational and other data to determine eligibility for vocational rehabilitation services;
Manage an assigned caseload budget; make and justify decisions for the expenditure of funds to meet specific individual client needs; identify and utilize other financial resources to maximize the use of agency funds;
Provide counseling and guidance to eligible persons with disabilities to formulate a vocational rehabilitation program that eliminates or creates more tolerable barriers to suitable employment posed by each person's functional impairments and leads to employment;
Provide follow-up on active plans with reports and adequate documentation; provides direct and indirect placement services including job analysis, job modifications and post-employment services; reviews transferable skills and employment potential after an initial client interview;
Develop and maintain records of progress, timetables and training schedule; monitor service costs within standards for budget management; documents procurement of services;
Evaluate client progress and make modifications to the rehabilitation plan when necessary; performing on-the-job analysis to determine job modification or job readiness and provide post-employment services; and
Serve as representative of DHS with advocates, employers, other public agencies and vendors.
WORKING CONDITIONS
Frequent travel. You must have a valid driver's license and an acceptable driving record or be able to provide an acceptable alternative method of transportation.
