This employment opportunity is with Seniors and People with Disabilities (SPD), which is part of the Department of Human Services (DHS). There is one FULL-TIME position located in Baker City.  This position is represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
NOTE:  Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for this position.
 
One year of experience assisting professionals in one or more of the following specialized social program areas.
 
• economically disadvantaged
• substance dependent
• mentally or physically disabled
• child abuse and neglect
• juvenile delinquent
 
Any degree in a related mental health or human services program may substitute for six months of the required experience.

DUTIES AND RESPONSIBILITIES
 
The primary purpose of this position is to assist all Seniors and People with Disability staff in development activities, and in delivery of long term care and financial benefits to seniors and people with disabilities. This position will offer additional support to expansion and delivery of Community Based Care services, as they relate to Diversion, Transition, and On the Move programs.  
 
This position will lend support to Case Managers, assisting in the processing of redeterminations, supporting financial eligibility decisions of Case Managers, assisting with service assessments, and serving as an adjunct to Case Managers and Diversion/Transition staff.  Will act as an initial contact person, liaison and support staff for all SPD programs. 
 
Conduct support activities for Home Care Worker program, conducting Home Care Worker Orientation, HCW recruitment and processing of program documents.  Assist with basic screening and eligibility functions to support staffs who determine eligibility for all programs delivered through the State Seniors and People with Disabilities program. 
 
May be utilized to make home visits in order to assure the appropriate continuity and effectiveness of developed care plans and service authorizations initiated by case managers, or for monitoring other aspects of Community Based care, such as AFH monitoring.  Case assistants are used as an adjunct to case managers and must utilize judgment in recognizing and assessing client’s health and functional status and be knowledgeable of issues representing potential abuse and neglect.     
 
WORKING CONDITIONS
 
Majority of work is performed in an office environment.  However, frequent out-of-office tasks and client home visits will be required.  Must possess and maintain an Oregon Driver's license with an acceptable driving record or have reliable and efficient alternative means of transportation.  May come in contact with angry, hostile, frustrated individuals and those with behavioral and/or cognitive challenges. May come in contact with a wide variety of housekeeping standards, travel in very rurual areas and may be exposed ro household pets and potentially communicable health conditions.
