(Maternal and Child Health Research Analyst)

This employment opportunity is with the Public Health Division (PHD), which is part of the Department of Human Services (DHS).  There is one full time position located within the Office of Family Health (OFH) Maternal & Child Health Section located in PORTLAND A union represents this position.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancies and may be used to fill future vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. 
 
A copy of your transcripts must be submitted to verify the six-quarter units in statistics or quantitative
analysis methods and procedures.  Please CLEARLY MARK the qualifying courses.  Highlighted courses do not show up on the fax machine.
 
OR
 
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

  • Experience with each of the following types of evaluation: formative evaluations, needs assessment, process evaluations, and outcome evaluations.
  • Experience developing survey, interview, and focus group data collection tools and implementation protocols.  Please give examples of your experience.
  • Experience translating evaluation results into recommendations for program design and policy.

DUTIES AND RESPONSIBILITIES
 
The purpose of this position is to provide assessment, data collection, analysis and program evaluation support to Maternal and Child Health programs, including but not limited to the  Early Hearing Detection and Intervention Program, the Early Childhood Comprehensive System and the Child Care Health Consultation Program.
 
MAJOR DUTIES INCLUDE:
 
Evaluation
 
Designs program evaluation plans, implements evaluations, analyzes data and generates reports of results.
 
Data Analysis and Reporting
 
Compiles and analyzes data from multiple sources including birth and death certificates, hospital discharge data.
 
Program Consultation
 
Provide consultation to state and local MCH program staffing the areas of data collection, analysis and interpretation in all aspects of the program.
 
Data Management
 
Oversee data entry for MCH programs.
 
WORKING CONDITIONS
 
Infrequent in-state travel to attend meetings or provide presentations.  Travel out of state rarely.  You must have a valid driver's license and a good driving record. If not, you must be able to provide an alternate method of transportation.
