This employment opportunity is with the Office of the Director/Office of Communications (OC) which is part of the Department of Human Services (DHS). There is one full-time opening located in Salem. This position is management service and is not represented by a union.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Public Relations, Marketing, the Behavioral or Social Sciences or related degree and five years professional level experience in Public Relations or Affairs.
OR
Eight years experience directly related to Public Relations or Affairs; five of the eight years must have been at the professional level.

DUTIES AND RESPONSIBILITIES
Serve as a Public Information Officer, focusing on the Oregon Health Authority (OHA) and the Division of Medical Assistance Programs (DMAP). Work with the division’s leadership to develop strategic communications and marketing functions for public health, perform critical writing and editing functions for publications, news releases, speeches and other materials; provide external communications services for managers and staff throughout the division; and write and edit information for news releases, guest editorials, presentations and speeches, talking points and backgrounders, and for posting to the agency’s Web site.
In consultation with the Office of Communications administrator and other staff members, this craft key communication messages; help plan communications policies, procedures and activities to ensure consistency across both internal and external channels; craft and deliver messages going to both internal and external audiences; scan the environment for emerging issues and provide planning guidance to staff; represent the department to the news media and other audiences; conduct media relations and other communications training for department staff; and help plan and conduct responses to emergencies and crises. Other duties as assigned.
WORKING CONDITIONS
You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
The person in this position works primarily in an open-landscape office environment, with occasional travel required. Must have the ability to function in a high-energy and complex work environment with frequent interruptions and multiple priorities. The flexibility to meet tight and changing deadlines is required, as is the ability to work well with a variety of internal and external customers including media representatives, DHS and OHA managers and staff, the Governor’s Office staff, other government agency staff and government officials, agency partners, contractors, and the general public. This person also is occasionally required to work long hours including evenings and weekends, and must be available by telephone around the clock to DHS leadership and journalists to handle emerging issues and crisis communications as needed.
