This employment opportunity is with Children, Adults and Families, which is part of the Department of Human Services (DHS). There is one job share position (approximately twenty hours per week) located John Day. 
 
This position is represented by a union.
 
This recruitment will be used to establish a list of qualified people and will be used to fill vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
MINIMUM QUALIFICATIONS
 
Two years of experience determining eligibility for a service/program by interviewing to assess the needs of clients, and interpreting and applying the policies, rules, and guidelines that are applicable to the client’s situation.
 
NOTE: Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).
 
Experience determining eligibility for a service/program related to human services is desired.

DUTIES AND RESPONSIBILITIES
 
Assessing the needs of applicants/recipients, determines eligibility and issues benefits for the Food Stamp program, Oregon Health Plan (OHP), and programs for adult clients. May be responsible for carrying an adult or non-assistance Food Stamp caseload.
 
Facilitating the progress of participants in the agency's JOBS program toward achieving long-term self sufficiency, determining eligibility, managing a caseload for clients receiving Temporary Assistance for Needy Families (TANF) and related programs. Duties assigned depend on the focus of the Human Resource Specialist 3 position (i.e., Case Manager, TANF or generic eligibility worker, intake workers, adult worker, Food Stamp worker, etc.).
 
Major duties:
 
Developing and maintaining expertise in eligibility requirements, referral processes and services of State and Federal agencies and organizations in the community; make referrals and serve as an advocate for benefits and services;
 
Providing liaison and advocacy between participants and service providers; conduct intake interviews with applicants for public assistance;
 
Determining applicant/recipient's initial eligibility for the applicable program (i.e., TANF, JOBS, medical, Food Stamps) and determining ongoing eligibility;
 
Processing required forms and payment documents; prepare, authorize and submit necessary documents to establish and keep current each assigned client's assistant payment, food stamp benefit and/or medical card;
 
Conducting home visits and act upon available information;
 
Preparing and maintaining current written narrative documentation of the activities concerning individual cases;
 
Responding to correspondence, phone calls, office visits, and requests for information regarding the applicable program;
 
Assess/reassess clients for JOBS program eligibility, as needed, and completing appropriate action plans;
 
Advocating for and ensures appropriate ongoing benefits and services to participants transitioning into successful long-term employment; and
 
Making counseling and assessment referrals; analyzing results and participate in the development of education, training, counseling and other plans for self-sufficiency; monitor and facilitate the progress of participants.
 
WORKING CONDITIONS 
 
Frequent exposure to hostile, confused, or disoriented clients as well as communicable diseases.
 
Travel may be required. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
Employees in these positions may be required to work a flexible work schedule as a condition of employment.
 
This is understood to mean that the hours of work may vary from day to day and include evenings and weekends. Work schedule specifics will be determined by the hiring supervisor.
