This employment opportunity is with the Public Health Division (PHD), which is part of the Department of Human Services (DHS). There is one limited duration position (17 months or from the date of hire) located within the Research and Education Services Section in PORTLAND. A union represents this position.
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for this position.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS
College-level coursework that includes at least three quarter units in business technical report writing, three quarter units in quantitative analysis or statistical principles, and six quarter units in computer concepts and microcomputer applications such as word-processing, spreadsheet and database.
OR
One year of experience in work that included gathering data from various sources and using software applications to retrieve, edit or tabulate data into forms or reports.
A copy of your transcripts must be submitted to verify the six-quarter units in statistics or quantitative analysis methods and procedures. Please CLEARLY MARK the qualifying courses. Highlighted courses do not show up on the fax machine.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to provide technical support services to R&E programs. The Technical Support Specialist will assist programs with data collection, data entry, and quality assurance.
MAJOR DUTIES INCLUDE:
Assist program staff by gathering and compiling raw data from a variety of sources, contacting individuals and agencies and other sources for information, and analyzing results.
Enter complex data from multiple into various databases in a timely manner.
Maintain data quality by determining suitability of data for entry in the database through familiarity with the data systems and through consultation with program staff.
Assist with providing standard information, data and definitions to agency personnel, other agencies, business groups, associations, and the public and maintain contacts with partners in other agencies to obtain accurate program information.
WORKING CONDITIONS
This person must be able to access information from a variety of sources, including the Internet. This person must be able to communicate effectively via phone with data partners and members of the public.
