The Oregon Department of Human Services (DHS)/ Budget, Planning and Analysis (BPA) is pleased to announce a unique employment opportunity.  DHS is embarking on a new and exciting direction for Health and Human Services programs in the state of Oregon as the health reform actions of the 2009 Oregon Legislature are implemented.  This is an opportunity to join us at the ground floor of a new era for DHS.

The Oregon Department of Human Services is conducting a national search for a candidate with exceptional qualifications who will lead a team of professionals who are responsible for caseload forecasting for DHS client-based services.

SCOPE OF THE POSITION
 
The Forecasting, Research and Analysis Administrator provides direction, leadership and management to staff who are responsible for DHS caseload forecasts and the comparison of forecast estimates to actuals.  Analyzing cross-cluster client interrelationships and services for information used by policy makers and legislators.  
  • Review and give approval of forecasts and related publications.
  • Managing staff in the monthly monitoring of reports on caseload forecasts and identifying reasons for variances.
  • Responding to requests for information from the Legislative Fiscal Office, DAS budget  analysts and legislators.
  • Representing the department and BPA on caseload issues.
  • Providing leadership to staff involved with the DHS Integrated Client Services.
  • Recruit staff, monitor performance, conduct performance appraisals and respond to and resolve employee issues.
  • Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
  • Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
  • Modeling the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
  
MINIMUM QUALIFICATIONS
 
Four years of fiscal management experience which included responsibility for each of the following:
  • Development of program rules and policies,
  • Long- and short-range goals and plans,
  • Program evaluation, and
  • Budget preparation/management.
 
EDUCATION:  Graduate level management courses may substitute for one year of the required experience.  Although undergraduate and graduate degrees are valued, we encourage all individuals with the desired competencies and experience to apply. 
 
DESIRED COMPETENCIES 
 
Those candidates who qualify and whose experience best matches the Desired Competencies will be selected for interview(s).
 
  • Experience with statistical analysis, and presentation of results to a broad audience including policy makers. 
  • Experience reflecting management skill and experience.  This includes but is not limited to; the ability to build teams, motivate staff, coach, mentor and develop staff; the ability to create an environment that empowers staff to be innovative and creative; and the ability to create and manage change.

WORKING CONDITIONS
 
Travel.  You must have a valid driver’s license and an acceptable driving record.  If not, you must be able to provide an acceptable alternate method of transportation.
 
Regular early morning, evening, and/or weekend work will be required as necessary.  This position works a professional workweek and the employee’s flexibility to this work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day and week to week.  The hiring manager will work with the position incumbent to determine work schedule specifics.
