PRINCIPAL EXECUTIVE/MANAGER E
(Equity, Policy and Community Engagement Manager)

$5,151 - $7,585 MONTHLY


The Oregon Department of Human Services (DHS)/Office of the Director (DO)/Office Multicultural Health and Services (OMDHS)/Equity, Policy and Community Engagement Unit is seeking a progressive and experienced professional to serve as the Equity, Policy and Community Engagement Unit Manager. This position leads a team that is responsible for developing, implementing, coordinating, monitoring and evaluating strategies that promote equity and eliminate racial and ethnic disparities in health and human services in Oregon.
 
This position is Management Service and is not represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.

  • DHS employs over 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
MINIMUM QUALIFICATIONS
 
Three years of management experience related to policy advocacy, community organizing, health promotion, racial justice, and leadership development with responsibility for each of the following:
 
Development of program rules and policies and/or leadership in the implementation of program rules and policy;
Development of long- and short-range goals and plans;
Program evaluation; and
Budget management/preparation.
Master's Degree in Public Health, Human Services, Social Work, or Public Administration is desired, with coursework, training, and/or work experience in social justice, dismantling institutional privilege, social determinants of health and equity, community organizing, and policy advocacy desired.
 
Graduate level course work (48 quarter or 32 semester hours) in Public Health, Human Services, Social Work, or Public Administration may be substituted for one year of the required experience.
 
EDUCATION:  Although undergraduate and graduate degrees are valued, we encourage all individuals with the desired competencies and experience to apply.

Demonstrated ability to engage and work effectively with culturally diverse communities, including existing effective relationships with diverse community leaders throughout Oregon.
  • Experience convening and staffing community advisory policy boards or commissions.
  • Experience developing and supporting diverse teams, work plans, staff performance feedback strategies.
  • Experience developing, implementing, monitoring, and evaluating policies and programs that promote equity and reduce racial and ethnic disparities.
  • Experience leading organization development and staff cultural competency development efforts.Ability to prepare and deliver speeches before specialized audiences and the general public, and to handle sensitive inquiries from and contact with officials and general public.
 
DUTIES AND RESPONSIBILITIES
 
The Equity, Policy, and Community Engagement Unit Manager is responsible for organizing staff, interns, volunteers, and advisory groups to develop, implement, coordinate, monitor and evaluate internal and community-based programs and activities which promote, establish, support and institutionalize a focus on promoting equity in processes as well as outcomes to eliminate racial and ethnic disparities in health and human services in Oregon.
 
The position's functions include establishing program goals and objectives, developing, implementing and coordinating strategies, policies and resources to meet these goals and objectives, and monitoring, evaluating, and communicating progress towards reaching those goals. The position is a member of the OMHS Executive Staff and serves as the senior consultant available to services/program executives in DHS for assistance with developing programs that effectively address racial and ethnic disparities in outcomes.  The major duties include:
  • Staff the OMHS Equity Advisory Board to assist in development and periodic update of OMHS strategic plan, provide guidance on fund and resource allocation, assure communication of relevant data and information to community stakeholders, and assure diverse community engagement in DHS policy and program development. 
  • Establish, in coordination with the DHS Director, Cabinet and DHS Equity Advisory Board, a framework for achieving equity in processes and outcomes for the department, facilitate implementation of this framework and monitor progress. 
  • Coordinate with staff to create and efficiently implement a biennial work plan to achieve equity outcomes through community engagement, and transparent, responsive relationships between communities affected by racial and ethnic disparities and DHS leadership.
  • Coordinate integration of equity concepts and tools with the ongoing operations and key business/service initiatives of department services and other major work units. 
  • Partner with DHS work unit management teams and diversity committees. 
  • Advise, consult, problem solve with, and provide leadership to department services and other major work units, community partners, legislative committees, and others in the development and implementation of strategies tied to eliminating disparities. 
  • Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values. 
  • Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism. 
  • Modeling the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
 
WORKING CONDITIONS 
 
Early morning, evening, and/or weekend hours may be required. This position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
 
Travel. You must have a current, valid driver's license and an acceptable driving record.  If not, you must be able to provide an alternate method of transportation.
