HUMAN SERVICES SPECIALIST 2
(Self Sufficiency Eligibility Worker)

$2,380 - $3,235 MONTHLY

These positions are with Children, Adults and Families/Oregon Health Plan (OHP) Processing Center which is part of the Department of Human Services. There are NINE permanent full-time positions located in SALEM. These positions are represented by a union.
 
This recruitment will be used to establish a list of qualified people and may be used to fill future vacancies.
 
QUALIFICATIONS
 
*These positions are being recruited at a HUMAN SERVICE SPECIALIST 2 level.  They are being reviewed for reclassification to a HUMAN SERVICE SPECIALIST 3. The salary for a Human Service Specialist 3 is $2585 - $3547.  To be considered for these positions, you must meet the qualifications for the Human Service Specialist 3.  Work out of class pay will be paid until the reclassification is completed.
 
HUMAN SERVICE SPECIALIST 3
 
Two years of experience determining eligibility for a service/program by interviewing to assess the needs of clients, and interpreting and applying the policies, rules, and guidelines that are applicable to the client’s situation.
 
NOTE: Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).
 
Experience determining eligibility for a service/program related to human services is desired.
 
NOTE:  Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.

DUTIES AND RESPONSIBILITIES
 
The OHP Eligibility Worker assesses the needs of applicants/recipients, determines eligibility and issues benefits for OHP programs.  Duties are performed as a member of multiple teams, and incumbents are expected to participate positively as a member of each team. Major duties:
 
Determine eligibility by reviewing initial applications, clarifying items left incomplete or misunderstood by applicants; verifying and supplementing application and documentation submitted;
 
Explain rules, regulations, procedures or responsibilities to applicants; and respond in writing with the eligibility decision including any reasons for ineligibility. Includes completing case narratives and all documents necessary to issue benefits or close the case;
 
Maintain and update narrative and computer files, computes benefit amounts, makes case file changes;
 
Respond to telephone inquiries regarding OHP and other related medical benefit programs. Includes responding to client complaints and making appropriate referrals;
 
Communicate daily by telephone, in writing, or in person with clients and field staff.
 
WORKING CONDITIONS
 
Office environment.  Occasional overtime may be required.  Long periods of sitting for data entry, gathering information from the various computer systems, and phone coverage.  Occasional phone contact with irate or hostile clients. The majority of the work is conducted in an office environment. The office is constructed of cubicles, so work is often interrupted and noise level is sometimes high.
 
Occasional over-night travel to attend meetings and training.  You must have a valid driver's license and an acceptable driving record.   If not, you must be able to provide an alternate method of transportation.
