Theses employment opportunities are with the Director’s Office (DO)/Office of Investigations and Training (OIT), which is part of the Department of Human Services (DHS).  There are two full-time openings located in Salem.  These positions are management service and are not represented by a union.
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for these positions.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancies and may be used to fill future vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
Four years of recent (within the last ten years) full-time investigative experience which included conducting fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to verify or disprove claims of suspected law violations; and writing investigation reports sufficient for use at administrative hearings or in court.
 
Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation.
 
College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.  College transcripts with qualifying courses CLEARLY MARKED must be submitted with your application if using this option.

  1. Experience interpreting and applying laws, rules and guidelines related to abuse and neglect investigations.
  2. Experience investigating reports involving children or adults with developmental disabilities or behavioral, emotional or mental health treatment needs.
  3. Experience creating a case narrative (or other form of documentation) on all reports and contracts including the analysis and rationale for the recommendation or conclusion.

DUTIES AND RESPONSIBILITIES
 
Assist the Addictions and Mental Health Division (AMH), Children, Adults and Families (CAF) and Seniors and People with Disabilities (SPD) to investigate serious unexplained injuries and allegations of abuse and neglect.  The major duties include:
 
Identify and locate principals and witnesses to be interviewed.
 
Examine records and other evidence.
 
Ensure medical examinations and treatment is provided.
 
Implement protective actions to minimize risks to individuals or the investigation.
 
Obtain and preserve physical and documentary evidence.
 
Examine and analyze statements of individuals accused of abuse, misconduct or Civil Right violations.
 
Establish a plan of injury, scope, timing and direction of the investigation.
 
Complete a detailed report with a summary of all relevant evidence.
 
Provide testimony and present findings of the case including a summation of witnesses’ statements and evidence. 
 
Other duties as assigned.
 
WORKING CONDITIONS
 
Travel within the state to conduct investigations, to attend meetings and training.  Irregular work hours and occasional weekend travel.  Contact with hostile people, people with criminal records and people under the influence of drugs or alcohol.
 
You must have a valid driver's license and an acceptable driving record.   If not, you must be able to provide an alternate method of transportation.
