This employment opportunity is with Addictions & Mental Health (AMH)/Program Analysis and Evaluation, which is part of the Department of Human Services (DHS).  There is one full-time, opening located in Salem.  This position is represented by a union.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
Five years of professional consultative, technical, or administrative experience providing expert advice and leadership in planning, development, coordination, and implementation of information systems. Experience must include activities in:
  • Experience performing business and systems analysis for web application systems including business process analysis, requirements gathering, system or application design, testing, and implementation of Web application systems. 
 
And Either
  • At least 30 quarter (20 semester) credits in computer science; or 
  • Two more years of experience providing a knowledge of information systems theory and principles,
 
Note: 15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

DUTIES AND RESPONSIBILITIES
 
The primary purpose of this position in support of the above needs is to perform business analysis, system analysis, and programming including business process analysis, requirements gathering, application design and build, application testing, and application maintenance or support.Major Duties Include:
 
Responsible for assisting AMH with collection and analysis of business requirements for the purpose of defining the functional business and technical direction, including the selection or design of new software and technology applications.  Participates in business process development, analyzes business requirements and needs by meeting with AMH customers, customer liaisons, and other OIS teams to create the best possible business solution.
 
Demonstrates knowledge of the business practices and strategic direction of the department, and the application information systems of the department.  Exhibits a high level of working knowledge of web-based languages and information technologies.  Responsible for understanding all of the elements in the information system environment and how to place the components into technological solutions that meet the strategic and tactical business directions of the department.
 
Advises business partners, customers, and top-level management on the feasibility of planned large-scale system enhancements.  Critiques design proposals for technical soundness and workability; determines cost/benefit for proposed major capital outlay expenditures for new software and/or database products.  Provides research and technical support to management for long range strategic systems planning. 
 
Constructs systems software and software interfaces at the most advanced level of technology and sophistication.  Responsible for the maintenance of complex software products and systems.  Installs and tests out-sourced and/or purchased software, constructing specialized integration software as needed.  Diagnoses and resolves problems with technically complex systems that require the highest level of technical skill and acumen.
 
Identifies and plans for distributed processing needs for multiple program areas, and communication between multiple program areas.  Evaluates new approaches and directions for software solutions, data sharing, security, communication and resource allocation.
 
Constructs new programs and modifies existing programs in a variety of languages.  Provides technical and operational support for software and data systems running regularly in production mode.  Assumes a key software development life cycle process ownership role for assigned application systems.  Develops test plans, creates test data and performs all phases of testing to ensure successful business operations.  Resolves problems affecting entire agency by fixing application.
 
WORKING CONDITIONS
 
Central office environment.  Occasionally requires overtime and statewide travel, some of which involves overnight stays.
