This employment opportunity is with Children, Adults and Families (CAF), which is part of the Department of Human Services (DHS).  There is one full-time position located in PORTLAND.  This position is management service and is not represented by a union.  
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur. 
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to program management; and two years professional-level evaluative, analytical and planning work related to program management.
 
OR;
 
Any combination of experience and education equivalent to five years of professional-level evaluative, analytical and planning work related to program management.
 
NOTE:  Prior work experience coordinating or managing volunteer services/programs is desired.

DUTIES AND RESPONSIBILITIES
 
The purpose of this position is to actively participate as a member of the District 2 management team and is responsible for planning, organizing, developing and managing assigned projects, initiatives, and activities inside and outside the agency. 
 
MAJOR DUTIES
 
Partnership Developments
Plans and leads workgroups to advise, review, and evaluate DHS and other agencies’ programs.
 
Program and Project Supports
Develops new program guidelines which outline best practices and standard operational guidelines both internally and externally.
 
Program and Project Development, Management, and Evaluation
Provides training on operational guidelines and procedures for new programs within and outside the organization.
Develops, organize, implement, and supervise the District 2 Volunteer program.
 
Resource Development and Coordination
Coordinates existing resources, identifies gaps in services, and makes recommendation about additional service needs.
 
Community Involvement
Supports local community initiatives and goals that align with the mission of DHS.
 
WORKING CONDITIONS
 
Works on District wide basis with a diverse group of DHS staff, local government officials, private non-profits, clients and other partners and service providers.  Often works with multiple partners with conflicting, overlapping, and inconsistent requirements.  Non-traditional work hours with overnight stays.  Additional travel inside and outside of Multnomah County is a regular occurrence.  You must have a valid driver's license and a good driving record. If not, you must be able to provide an alternate method of transportation.
