This employment opportunity is with Children, Adults and Families, which is part of the Department of Human Services (DHS).  There is one full-time opening located with the child welfare in Medford This position is represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.

QUALIFICATIONS
 
Three years of clerical/secretarial experience which included two years at a full performance level performing typing, word processing, or other generation of documents AND lead work responsibility or coordination of office procedures.
 
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.
 
No substitution will be made for the two years at the full performance level.
 
NOTE: Preference may be given to candidates with Child Welfare Program experience.

DUTIES AND RESPONSIBILITIES
 
The primary responsibility of this position is to determine on a case-by-case basis the source of funds to be used in funding substitute care placements.  The position requires detailed knowledge of eligibility factors for AFDC, Title XIX, as well as the special factors related to the Title IV-E Foster Care Program interface with TANF program.
 
Activities will include:
 
•           Consulting with and advising casework staff of information needed to meet and/or determine Title IV-E eligibility.
•           Reviewing Self-Sufficiency computer eligibility screens to assist in eligibility determination.  Notifying Self-Sufficiency of placements, which affect client's eligibility for their program.
•           Communicating with caretaker relatives regarding payment options.  Notifying relatives of eligibility changes.  Acting as liaison between relatives and Self-Sufficiency when transitioning payments.  Notifying Central Office Accounting of these payments needed to be deducted from relative foster care.
•           Reviewing copies of legal documents to assess if the legal document contains language that indicates the child was removed from the parents' home because of "conditions contrary to his/her welfare" or that continued placement is in the best  interest of the child, and language which stipulates that the court made "reasonable efforts" to prevent the necessity of placement.
•           If a child is disabled and qualifies for Title IV-E and may qualify for Supplemental Security Income (SSI), determine the amount of assistance each would provide and which payment would be of most cost benefit to the State.  Consult with Child Benefit Unit and coordinate.
•           If an application of SSI has not been filed on behalf of the child, determine, based on the material in the case records, if this should be done and refer to Child Benefit Unit for processing an application.  Consultation and coordination with CBU.
•           For children who are placed in foster care and who did not come out of a public assistance (AFDC) household, reconstruct the financial and social situation of the household to determine if the child would have been eligible for AFDC had an application on behalf of the child been done.  This will include the following activities:
•           Reviewing of a financial application (if available) to determine income, resources, deprivation of support, age and relationships.
•           Query computer information systems to ascertain if the child or other family members of the household were recipients of non-AFDC financial assistance programs, food stamps or unemployment compensation.
•           Reviewing records and collecting information from social service staff regarding data they may have relative to the family's financial situation.
•           Provide training to social service staff on rules and procedures, which affect IV-E and IV-E determinations and SSA and SSI situations.  Also provide interpretation for staff for Self-Sufficiency and SED screens.
•           Conduct eligibility reviews/determinations whenever a child's situation warrants it, but at a minimum of every twelve months on children whose foster care placement is funded by Title IV-E.  Relative placements require review every six months.  This requires a re-evaluation of the child's income and resources, educational and employment status, and a redetermination of the parent's situation relative to deprivation of support.  This re-evaluation is done by sending inquiries to and/or interviewing social service caseworkers and performing activities as listed above.
 
Maintains information tracking system regarding actions that will be needed in order to establish future eligibility or maintain current eligibility and advise caseworkers of any needed activity.  An example of this includes notifying caseworkers prior to 180 days to obtain a court order on voluntary placements in order to continue the child's Title IV-E eligibility.
 
WORKING CONDITIONS
 
May include travel, some of which may be under hazardous conditions, due to inclement weather.  Often works under timelines and stressful conditions.  May need to work overtime or an adjusted schedule.
 
Employee has contact with a range of people including some who exhibit anger and frustration, and maybe possibly drug or alcohol-affected and in need of treatment.  The employee will be exposed to and need to deal with a range of emotionally charge issues, confronting where necessary.  Job is fast paced with a high volume of client contact, computer data entry and other paperwork.
