This employment opportunity is with the Administrative Services Division (ASD)/Office of Information Services (OIS, which is part of the Department of Human Services (DHS).  There is one full time limited duration opening located in Salem.  The duration of this position is through June 30, 2011.  This position is represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011
 
QUALIFICATIONS
 
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to human services; and two years professional-level evaluative, analytical and planning work related to Business Information Systems.
 
OR;
 
Any combination of experience and education equivalent to five years of professional-level evaluative, analytical and planning work experience related to Business Information Systems.

DUTIES AND RESPONSIBILITIES
 
The purpose of the business analyst is to guide users in analyzing the information needs of CAF in accordance with good work practice and multiple federal and state rules, regulations and policies that impact the business of CAF. Based on this analysis, work with users to facilitate the design and development of streamlined business processes and supporting computer information systems. Create appropriate requirements documentation of analysis and assist professional information systems developers to build the system. In summary, facilitate requirements and process analysis sessions with users, document analyses, studies, deliverables, and reports for CAF business requirements necessary for successful implementation of CAF information technology projects.
 
Major duties:
 
Requirements/Design Session Facilitation:
Responsible as an objective liaison between the system users and the system development and support staff in facilitating the needs of the users.  Facilitate meetings and workshops, moderate divergent viewpoints, and help build a consensus among those involved in analyses and studies.
Develop and lead groups in developing business requirements for a new process and system or changes to an existing process or system. Conduct design sessions to gather business requirements for developing new systems or modifying existing systems.  Coordinate and lead meetings to gather input or to identify user/system requirements.
In some cases the analyst must act as a liaison between individuals representing groups with conflicting goals or objectives. The analyst must negotiate with involved parties to resolve issues and problems to reach a settlement that will allow the agency to meet its stated goals and objectives.
Requirements/Design Documentation:
Develops use cases (or use other methodology) to further define business requirements and compile business requirement specification documents. Create and modify business flow diagrams as needed to document current business flow and facilitate process changes.  Develop business requirements documentation and system specification documentation.
Testing Support:
Develop user acceptance testing strategies, test cases derived from the Use Cases, test harnesses and other testing tools required. Participate and/or lead acceptance testing efforts, and report outcomes. Make recommendations on status of system for distribution to users.
 
WORKING CONDITIONS
 
The person in this position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day, week to week, and may include night and weekends. The hiring manager will work with the incumbent to determine work schedule specifics. This position works in typical office environment with long hours at the computer.
 
Travel out of state for conference attendance and occasionally to geographically dispersed program locations throughout the state is required.  You must have a valid driver's license and a good driving record. If not, you must be able to provide an alternate method of transportation.
