This employment opportunity is with Children, Adults and Families (CAF), Self Sufficiency Program, which is part of the Department of Human Services (DHS).  There is one full-time position located in Coos Bay.  A union represents this position. 
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for this position.
 
Two years of experience determining eligibility for a human service program (e.g. cash assistance, medical assistance, food stamps, etc.) AND
 
One year of experience working with a Oregon Department of Human Services, Children, Adults and Families and/or Seniors and People with Disabilities programs.

DUTIES AND RESPONSIBILITIES
 
The purpose of this position is to working collaborativiely with other DHS programs; improve the accuracy rate for food stamps be reviewing cases, providing coaching and training for staff; and provide information to clients, partners and community about policy and procedures.
 
The major duties include: 
 
Assigning duties to eligibility workers and support staff;
Coaching and trains staff on policy and procedure to ensure timely and accurate issuance of benefits;
Monitoring training plans for new staff, reviewing case work and providing feedback to help them understand correct policy interpretations, proper use of DHS screens, narration and streamlined desk practices;
Providing ongoing support to case workers by identifying family options for difficult situations; Facilitating mediation with staff and clients to resolve misunderstanding and conflicts, and to clarify expectations;
Receiving, analyzing, and processing client and community complaints and comments; and Facilitating mediation of client appeals of overpayment colections and answers inquiries regarding overpayments.
 
WORKING CONDITIONS
 
Travel.  You must have a valid driver's license and an acceptable driving record.  If not, you must be able to provide an alternate method of transportation. The employees’s work is conducted in offices throughout District 7.  The employees’s work is conducted in offices, participant’s homes and other program sites.  Frequent exposure to irate or upset clients.  Participants could be drug or alcohol-affected and in need of treatment. 
 
Requires working a flexible work schedule that may involve adapting to the supervisor's adjustment of starting and stopping times on  particular days in order to accommodate the operational needs of the agency including some evening and weekend travel.  Job is fast-paced with a high volumne of client contact, computer data entry, and paperwork.   Potentially exposed to contagious diseases.
