Oregon Breast and Cervical Cancer Program
Allocation Process
Current demand for program services has exceeded the funding levels to provide services for all eligible women. As a result, the Breast and Cervical Cancer Program (BCCP) has had to limit the number of women providers can serve during the grant period (July – June, each year). BCCP is currently in the process of determining the process to award these slots that is consistent with the Centers for Disease Control and Prevention guidance, is data-driven and reaches priority populations in Oregon.
Provider and partner input used at Allocation Steering Committee meetings
In February 2009, BCCP sent out a survey to gather input from current providers, providers on the waiting list and partners on what type of criteria is important to consider in selecting providers and awarding allocation numbers. These results were taken to the Allocation Steering Committee for discussion and selection.
On April 24, 2009 BCCP met again with the Allocation Steering Committee to discuss the results of applying the Overall (county) and Provider criteria. The previous allocation process was based on billing history, the 2009 process focuses on identifying areas of need based on the CDC eligibility criteria and criteria selected by BCCP providers, partners and the Allocation Steering Committee. This process will help to ensure that allocation slots are available statewide and are provided for Oregon's highest need clients. The meeting also included a discussion of changing the eligibility requirements for the program (uninsured, age, federal poverty level and mammogram frequency).

Final Allocation Steering Committee Meeting
On May 19, 2009 BCCP had a conference call with the Allocation Steering Committee and reviewed the last steps of the allocation results.
Materials Mailed to Providers
The BCCP has completed the allocations process for the upcoming fiscal year (July 1, 2009 to June 30, 2010)! The allocations process determines the number of clients that BCCP enrolling providers can enroll into the BCCP program statewide. The process also determines how the number of clients are distributed to BCCP enrolling providers in the upcoming year.
