The Oregon Title V Maternal and Child Health (MCH) Needs Assessment is a project that will evaluate needs of the maternal and child population and provide direction for public health actions for the next few years.
The purpose of the Needs Assessment is to analyze the health status of women and children, identify priority health needs, and adopt measures to monitor improvement. The assessment will drive decisions in allocation of resources and development of programs, objectives and measures for implementation from 2010-2015.
The Needs Assessment is a requirement of the federal Title V MCH Block Grant, annually appropriated by Congress to all states, and is being conducted jointly by the Title V Program in the Office of Family Health and in the Oregon Center for Children and Youth with Special Health Needs (OCCSYHN). Funding from the MCH Block Grant goes to county health departments, tribal governments, and to the OCCYSHN to provide primary and preventive care and services for families and children, in coordination with other sources of care in communities. Examples of questions we are researching include:
- What do people see as health priorities for maternal and child health populations?
- What are the trends in health status among families as indicated by population-based data sources?
- What measures are meaningful for state and communities to monitor improvement and change in health status?
The assessment includes gathering and analyzing primary and secondary data analysis. Primary data was collected in June 2009 through a web-based survey of more than 900 Oregonians regarding their health priorities for maternal and child health populations. The survey results will be posted soon.
Focus groups will be conducted on an ongoing basis to incorporate the thoughts and experiences of people who do not have computers or phones to answer surveys. The first set of focus group were completed in August 2009. Analysis of public health and population-based surveillance data will be gathered to identify trends and outcomes related to health status.
Assessment data from these resources will be compiled into an initial synthesis report by Winter 2010.

| Title V Needs Assessment Advisory Group |

The Title V Needs Assessment Advisory Group is a group of interested organizations and community partners that will ensure knowledge and perspectives of a broad spectrum of Oregon’s populace are reflected in the final priorities and recommendations. The group represents professions, organizations and consumers who work closely with women and children or are beneficiaries of Title V MCH Block Grant funds.
First meeting: December 9, 2009 Save the date
Over the course of six months, the advisory group members will use the data and analysis described above and their own knowledge of their communities to advise the Oregon Title V agencies on health priorities and performance measures for maternal and child health. State and local public health leaders will use the group’s recommendations to make collaborative decisions about resource allocation, policy development, service and program delivery strategies, and health status surveillance measures.

| Five-Year Plan |
|
The Needs Assessment will result in a five-year plan that will include recommendations for the best interventions and programs, performance measures to track progress, and indicators that monitor the priority health outcome goals.
