| Furloughs and Cost Reductions |

Due to extraordinary budgetary shortfalls, Oregon state government, through the Department of Administrative Services (DAS) is continuing cost reduction measures implemented on March 1, 2009. Based on budgetary needs, DAS may extend or reissue this directive with revisions.
This policy is in effect July 1, 2009 through August 31, 2009.

| Furloughs |
The amount of furlough days you are required to take will depend on the salary range number of your base position. Again, these furlough days must be taken between July 1, 2009 through August 31, 2009.
- salary ranges 19 or lower do not take any furlough days.
- salary ranges 20 through 32 take one furlough day.
- salary ranges 33 through 37 take two furlough days.
- salary range 38 and above take two furlough days.
Regardless of the day of the week you choose for your furlough day, you can not work more than 32 hours that week. During the week you take a furlough day, you must record your regular hours worked on your timesheet for every day of that week. Any hours worked in that week beyond the 32 hours will reduce the savings of the furlough day and are therefore prohibited.
You will need to work with your Manager or Supervisor when selecting your furlough day. HR will inform you of how many furlough days you are required to take and will include a form to select your furlough days.
- Furlough days must be taken as an entire day off.
- You cannot take your furlough day in hourly increments.
- You cannot volunteer to work on your furlough day.
- You cannot work from home on your furlough day.
- You can take your furlough day on a holiday.
- You can take consecutive furlough days.
- You can convert pre-approved vacation days into furlough days.
Note:
- Furlough days will not affect accrual of vacation and sick leave.
- Furlough days will not reduce the employer’s contribution to health insurance premiums.
- Furlough days will reduce PERS contributions in accordance with the decrease in pay.

Voluntary Pay Reduction in Lieu of Furloughs Days
|
Employees at salary range 20-32 can request, subject to agency appointing authority approval, to take a voluntary reduction in pay commensurate with the amount of unpaid furlough days for their salary range specified in above.
Employees at salary range 33 and above can elect to take a voluntary reduction in pay commensurate with the amount of unpaid furlough days for their salary range specified in above.
Employees electing or requesting to take a pay reduction instead of unpaid furlough days must notify their agency human resource director or agency head of such election or no later than July 13, 2009. Employees use the Employee Furlough Election Form Below. The employee’s election of pay reduction is effective for the entire period beginning July 1 and ending August 31, 2009.
If an employee does not elect a pay reduction by July 13, 2009, agency management must schedule unpaid furlough days.
If you elect to take a voluntary reduction in pay your furlough election form must be approved by your manager and submitted to your HR manager by July 13, 2009.

| Salary Freeze |
The salary freeze will begin March 1, 2009 and will go through at least August 31, 2009.
- The state will award no additional step increases during the freeze.
- If you promote you will receive a step increase upon promotion and your salary eligibility date (SED) will be set out 12 months from the date of promotion. If the state is still under a salary freeze upon reaching the SED established from your promotion, you will not receive a step increase.

| Step Roll Back |
Executive and Management Service employees who received a step increase after July 1, 2008 and who are currently at the top step of their salary range will have their salary reduced by one step.
You will not be required to pay back any step increases you received since July 2008. This only affects those employees who received a step increase after July 1, 2008 and who are currently at the top step of their salary range.

| Recording Your Furlough - Time Sheet |
When you take a furlough day you must record it on your preliminary timesheet and submit it to Payroll before the 15th of each month. This will prevent an overpayment for that month.
Furlough days must be recorded on your timesheet with the “LA” leave code.
You only need to submit a preliminary timesheet on a month that you take a furlough day.

You will need to schedule your furloughs by filling out the Employee Furlough Election Form and turning it into your supervisor.
