A warning shot was fired at approximately 2:25 Thursday afternoon at Oregon State Penitentiary in Salem to stop aninmate who was climbing an internal fence inside the walled institution.
 
Inmate James Rincker was observed by a tower officer tobe moving toward a fence near E Block. The officer fired awarning shot to stop the inmate from entering an unauthorized area. The shot was fired into a predesignated area in the ground beneath his tower.
 
The inmate became tangled in razor ribbon on the fence. After untangling himself, he landed on the opposite side ofthe fence where staff were waiting to apprehend him.
 
Rincker´s motives are unknown and under investigation.
 
According to standard operating procedure, the institution was immediately locked down and an emergency count was conducted and cleared.
 
Inmate Rincker, who created a hostage situation in the KOIN Tower in January 1996, is serving 250 years on convictions in Multnomah County for four counts of attempted murder, first degree assault, second degree assault, sixcounts of first degree kidnapping, attempted aggravated murder, and first degree burglary.
 
Oregon State Police and Oregon State Penitentiary staff have begun an investigation and more facts will be released as they become available.
