GENERAL INFORMATION

This employment opportunity is with the Oregon Department of Corrections (DOC) Public Services Division, Public Affairs Office located in Salem.  You must be a permanent employee with the State of Oregon. This recruitment will be used to establish a current list of qualified people. If you are hired, you will become part of the department's Management Team.
 
The goal of this recruitment is to fill at the PRINCIPAL EXECUTIVE MANAGER E level. However, we encourage candidates who meet at least the minimum qualifications for a PRINCIPAL EXECUTIVE MANAGER C to apply to this announcement, as we may consider under-filling the vacancy. The successful candidate will be reclassified upon meeting the minimum qualifications for the Principal Executive Manager E.
 
Applicants will be subject to a Computerized Criminal History and Motor Vehicles Division check as well as a thorough background investigation. Adverse background information may be grounds for disqualification.

FOR PRINCIPAL EXECUTIVE MANAGER E
  • three years of management experience in a public or private organization which included responsibility for each of the following:
    a) development of program rules and policies,
    b) development of long- and short-range goals and plans,
    c) program evaluation, and
    d) budget preparation.
 
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
 
NOTE: This position requires experience in media relations.
 
In the "Work History" section on your application, you must clearly describe your experience in each of the a), b), c), d) areas listed. Failure to provide this information may result in eliminating your application from further consideration.
 
FOR PRINCIPAL EXECUTIVE MANAGER C
  • five years of experience in supervision; or five years of experience in staff-technical or professional-level work related to media relations.

    This experience must have included at least one year of supervision and management of a program, section, or unit which included one or more of the following areas:
    a) development of program rules and policies,
    b) development of long- and short-range goals and plans,
    c) program evaluation, or
    d) budget preparation.
 
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management such as Business or Public Administration, or a field directly related to the employing agency, may be substituted for up to three years of the required experience but will not substitute for the one year of specialized experience.

DUTIES AND RESPONSIBILITIES 
 
The purpose of this position is to lead the Office of Public Affairs and Central Services as a member of the DOC management team. Major duties:
  • Perform administrative/supervisory duties as Administrator of Public Affairs and Central Services:
    • Work with Department management statewide;
    • Continually develop the strategy and implementation plan for the Department's internal and external communication and education activities;
    • Work with DOC divisions, institutions and other public safety entities to develop and implement statewide plans of action;
    • Plan, design and execute long-range innovative and comprehensive public affairs and communication strategies;
    • Integrate communication strategies with agency goals and objectives;
    • Develop speeches, talking points, testimony, newsletter articles, grant applications and other forms of written communication;
    • Advise agency leadership and management on the public affairs impact of proposed changes to agency programs, policies and operations;
    • Develop and advise ways to effectively convey complex issues and bring about acceptance of major agency programs;
    • Develop strategic communication plans for program areas; and
    • Direct the Central Services operations of the Dome Building.
  • Serve as the Department's legislative liaison; serve as principal liaison with DOC legal counsel on legislative matters; represent the Department to the Governor's Office; and direct the work of subordinate Legislative Coordinator.
  • Work through subordinate managers to provide policy advice and direction to the Assistant Director for Public Services and Inspector General, Chief Administrator and agency leadership on media relations and strategy; and
  • Direct and participate in ad-hoc projects including long-range program planning and evaluation efforts, training and workgroups.
 
WORKING CONDITIONS

  • work week routinely exceeds 40 hours;
  • on-call 24/7;
  • paged regularly including nights and weekends regarding incidents in Department facilities and Public Affairs-related activities;
  • must be prepared on short notice to be interviewed by the media;
  • daily exposure to situations involving political and journalistic agendas;
  • weekly exposure to hostile questions or verbal attacks;
  • frequently deals with hostile parties requesting information or assistance;
  • occasional travel in and out of state;
  • exposed to the hazards of working with adult felony offenders; and
  • leave time is severely restricted during legislative sessions.
You must have a valid driver's license and good driving record.

    a) preparation of legislative testimony;
    b) tracking legislative measures with LINUS;
    c) providing legislative training; and
    d) writing supporting documents for legislative proposals.
  2. Describe your management work history.
  3. Describe your background in preparing communication pieces from various perspectives and for different audiences. Include all mediums of communication.
  4. Describe the communication plans you have directly authored. What are the key components of a communication plan and who are the audiences?
  5. What is your background working directly with print and TV media?
