GENERAL INFORMATION

This employment opportunity is with the Oregon Criminal Justice Commission (CJC) located in Salem. This recruitment will be used to fill the current vacancy and may be used to fill future vacancies as they occur. This position is not represented by a union.
 
 
Applicants will be subject to a Computerized Criminal History and Motor Vehicles Division check as well as a thorough background investigation. Adverse background information may be grounds for disqualification.
 
The Oregon Criminal Justice Commission is a seven-member citizen body created by the 1995 Legislature to improve the effectiveness and efficiency of state and local criminal justice systems by serving as a centralized and impartial forum for statewide public safety policy development, planning and agency coordination.
 
The Commission has a staff of ten (10) individuals who work closely with key policy makers in Oregon, including the legislature, to guide criminal justice and sentencing policy. The staff are housed in the McGilchrist House, a colonial revival style home that was once the residence of Governor Robert D. Holmes. This location and the cooperation from state agencies and local public safety agencies the commission receives in accomplishing its mission makes the Oregon Criminal Justice Commission a relevant and exciting place to work.

TO QUALIFY

 
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Criminal Justice that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program; OR
  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

DUTIES AND RESPONSIBILITIES 
 
The purpose of this job/position is to develop, monitor, provide technical assistance, and evaluate activities of grant funded programs awarded to state, local and non-profit entities. Major duties:
  • Establishes Drug Court Grant program guidelines. Evaluates and recommends program priorities and strategies. Determines program priorities and direction. Monitors federal budget process. Guides agency staff or members of other organizations in methods of developing applications for financial assistance. Researches and identifies program-related grant funding; develops grant applications and proposals. Manages grant selection process and interprets selection criteria;
  • Reviews and analyzes the impact of proposed federal or state legislation on existing programs. Develops, coordinates, and recommends program changes in response to such legislation. Tracks related legislative bills, testifies to committees on effects of proposed legislation; responds in writing and in person to legislative requests for information and reports on program progress. Develops new strategies for program funding. Prepares progress reports and annual reports required by Federal grant guidelines. Responds to inquiries from the public, other state agencies, policy boards, grantees, applicants and legislative membership;
  • Develops Requests for Proposals (RFP) for competitive and non-competitive solicitations for grant funding. Reviews grant applications from state, county, city, local government entities and non-profit agencies. Selects review panel and criteria for evaluation of applications. Recommends initial funding recommendations to the Criminal Justice Commission. Negotiates grant agreement and works with funded programs;
  • Evaluates program outcomes and operations. Evaluates agency agreements for compliance or for ways to improve program service delivery. Conducts on-site program reviews. Works with grantees to implement proposed changes or modify program components. Approve requests for payment and resolve payment problems. Prepares and submits monitoring reports. Serves on committees or boards and/or networks. Inputs and tracks program information through shared grant management database;
  • Directs program evaluation process with contractors to ensure grantees establish evaluations that ensure their effectiveness; and
  • Communicates with grantees to explain grant guidelines. Develops and provides program training and technical assistance. Attends training/conferences to ensure proficiency in field. Develop and maintain relationships with members from local agencies, community organizations and various program stakeholders. Develop communication plans. Solve problems and issues by coordinating actions across organizational lines. Represent the state on local and national work groups related to the program.
 
WORKING CONDITIONS
  • Work is performed in a typical office setting requiring frequent use of a computer, telephone, fax machine, printer & copiers; and
  • Occasional overnight in and out-of-state is required.
 
You must have a valid driver's license and good driving record or an acceptable alternate means of transportation.
