Criminal Justice Commission
GENERAL INFORMATION

This employment opportunity is with the Oregon Criminal Justice Commission (CJC) located in Salem. This recruitment will be used to establish a current list of qualified candidates. If you are hired, you will become part of the department's management team.
 
Applicants will be subject to a Computerized Criminal History and Motor Vehicles Division check. Adverse background information may be grounds for disqualification.

The Oregon Criminal Justice Commission is a seven-member citizen body created by the 1995 Legislature to improve the effectiveness and efficiency of state and local criminal justice systems by serving as a centralized and impartial forum for statewide public safety policy development, planning and agency coordination.
 
The Commission has a staff of ten (10) individuals who work closely with key policy makers in Oregon, including the legislature, to guide criminal justice and sentencing policy. The staff are housed in the McGilchrist House, a colonial revival style home that was once the residence of Governor Robert D. Holmes. This location and the cooperation from state agencies and local public safety agencies the commission receives in accomplishing its mission makes the Oregon Criminal Justice Commission a relevant and exciting place to work.

TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you:
  • A Bachelor’s Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects; OR
  • Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects;
 
In addition to the required minimum qualifications above, this position requires:
  • Experience using advanced statistical or quantitative analysis computer applications; AND
  • College-level course work in advanced statistics or quantitative analysis that includes such methods as multiple regression, factor analysis, analysis of variances and discriminate analysis.

DUTIES AND RESPONSIBILITIES 
 
The purpose of this position is to formulate and carry out complex research project and evaluate outcomes of programs funded by the federal JAG grants to develop policy and program decisions related to criminal justice programs that affect multiple state, county and local governments. Major duties:
  • Make, recommend and implement program and policies decisions that effect state, county, and local governments participating in grant programs administered by CJC. Determine and/or make wide reaching program decisions and/or recommendations based on research studies. Develop scope of work, design study methodology, revise existing methodologies, oversee studies, and review reports. Identify and gather appropriate data from multiple sources for use in making sound program and policy decisions that guide agency programs and the programs of other governmental entities administering grants under the jurisdiction of CJC. Identify and obtain data sources from public and commercial sources to acquire and update data sets. Generate and/or locate data for policy formulation and program evaluation. Compile statewide, regional and national data on crime, program effectiveness, etc. Perform complex statistical analyses involving major research projects and make or recommend policy to agency director and/or the legislature. Evaluate the outcomes of programs funded by the federal JAG grants using complex statistical analysis. Make and/or recommend funding program requirements and funding decisions based on evaluation results;
  • Analyze statewide trends and existing strategies and programs to make program decisions or recommendations that will improve Oregon’s ability to manage its prison population, sentencing guidelines, reduce recidivism and improve inmate programs. Develop strategies and recommendations on:
    • How to allocate resources so that Oregon’s criminal justice system is efficient and cost-effective;
    • Conduct cost benefit analysis of investing resources in different criminal justice interventions;
    • Analyze proposed sentencing laws and their impact on future prison population growth; and
    • Use of causal modeling to understand the impact of sentencing changes
  • Develop and present an overview of outcome evaluations and trend analysis to the Legislature and the Governor’s office to inform policy on the most effective ways to spend state and federal public safety funds. Make and/or carry out management decisions and interests by recommending policy and speaking on behalf of the agency to the Legislature, Governor’s office and the public; and
  • Use SAS software to respond to administrative and legislative data requests. Develop databases for analyses and support for the CJC.

WORKING CONDITIONS
  • Work is performed in a typical office setting requiring frequent use of a computer, telephone, fax machine, printer & copiers;
  • Occasional travel to other agency locations is required;
  • Some out of state travel may be required;
  • May require occasional lifting up to 30 lbs and use of a handcart when necessary.
 
Must have a valid driver's license or provide alternative means of transportation.

THIS IS THE TEST
 
On a separate sheet (not to exceed two pages) describe your work experience (paid or unpaid) and training which relates to each question. Be sure that the jobs where you gained the experience that you describe in your answers are listed in the work history section of your application form. Your grade will be based on your answers. Answer each part of the questions separately. Number your answers to correspond with the questions. Attach the answer sheet to your application. Your application will not be accepted if it is incomplete. The selection process will consist of an evaluation of your experience and training and your answers to the questions.
  1. Describe your experience working with large databases, both in terms of managing data files and in terms of using the data for analytical purposes and to do program evaluation.
  2. Describe your experience managing projects that required the evaluation of a complex issue.
