GENERAL INFORMATION

This employment opportunity is with the Oregon Department of Corrections (DOC) General Services Division, Fiscal Services in the Payroll and Benefits Unit located in Salem. If you are hired, you will become part of the department's management team.  
 
Applicants will be subject to a Computerized Criminal History and Motor Vehicles Division check as well as a thorough background investigation. Adverse background information may be grounds for disqualification.

TO QUALIFY

 
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
  • five years of experience in supervision, staff-technical, or professional-level work related to Payroll.
 
This experience must have included at least one year of supervision and management of a program, section, or unit which included one or more of the following areas:

a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, or 
d) budget preparation.

A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management such as Business or Public Administration, or a field directly related to the employing agency, may be substituted for up to three years of the required experience but will not substitute for the one year of specialized experience.

DUTIES AND RESPONSIBILITIES 
 
This position is responsible for effective management of the Payroll and Benefits Unit including supervision of staff, coordinator with various customers, producing various reports and assuring that necessary data is completed accurately and timely to meet scheduled deadlines. Major duties:
  • Supervises employees of the Payroll and Benefits Unit which includes hiring and discipline, assigning and reviewing work, responding to grievances, authorizing leave time, keeping attendance records, monitoring and evaluating performance preparing annual performance evaluations, reviewing and updating position descriptions, assessing training needs and providing training and conducting informational and/or problem solving meetings. Includes promoting teamwork among staff;
  • Participates in managers' meetings to keep informed of current policy and directions. Maintains expert knowledge of Fair Labor Standards Act, Wage and Hour Laws and Personnel and Labor Relations Rules by regularly reading informational materials, attending seminars, informational sessions and training classes. Participates in periodic meetings of the Oregon State Payroll System (OSPS) User Group and attends the OSPS Forums when they occur. Participates in various work groups/committees to accomplish such things as updating rules and procedures;
  • Responsible for performing audits and reviews payroll records on a random sample basis. Periodically review and update payroll procedures for compliance with state and federal laws with DOC and DAS rules, procedures and policies and with union bargaining contracts;
  • Respond to employee questions about payroll rules, policies and procedures. Coordinate with Human Resource Analysts concerning various payroll matter and with other government agencies concerning rules, policies, procedures and various other types of information. Coordinates with DAS State Payroll Unit staff to correct payroll system problems and to set up or change pay, leave or deduction codes;
  • Review, analyze and recommend changes to the Department's Collective Bargaining Agreements as they relate to payroll issues. Prepare collective bargaining information related requests for the management and labor representatives. Recommend revisions to agency policies;
  • Perform miscellaneous duties, as required, such as coordinating retroactive payments to employees as they occur, for union contract settlements and arbitration awards and provide payroll data reports as requested.

  • Daily contact with inmates in an office enviornment.
