GENERAL INFORMATION

This employment opportunity is with the Oregon Board of Parole and Post-Prison Supervision located in Salem. This is a job share position, working 20 hours per week.  

Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
 
Applicants will be subject to a Computerized Criminal History and Motor Vehicles Division check as well as a thorough background investigation. Adverse background information may be grounds for disqualification.

The Board of Parole and Post-Prison Supervision works in partnership with the Department of Corrections, local supervisory authorities and other public safety partners to protect the public and reduce the risk of repeat criminal behavior. The Board imposes prison terms and makes release decisions on offenders whose criminal conduct occurred prior to November 1, 1989; sets conditions of supervision for all offenders being released from prison; imposes sanctions for violations of supervision; and determines whether discharge from parole supervision is compatible with public safety. The Board’s decisions are based on applicable laws, victims’ interests, public safety and the recognized principles of offender behavioral change.  This position works as a member of a team of 15 staff dedicated to improving public safety. The team is composed of three full-time Board members, an executive director and 11 staff members. 

TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
  • have three years of clerical/secretarial experience which included two years at a full performance level performing typing, word processing, or other generation of documents and lead work responsibility or coordination of office procedures.
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.

No substitution will be made for the two years at the full performance level.
 
Preference will be given to applicants with a current LEDS certification.

DUTIES AND RESPONSIBILITIES 
 
The purpose of this position is to perform a wide range of duties that require expertise in areas of having the ability to hand-calculate highly technical sentence expiration dates on all offenders released from the Oregon Department of Corrections institutions as well as county jail releases. Major duties:
  • Review/approve release planning form documents for accuracy and completeness, process Orders of Supervision, scrutinize the final orders for completeness and accurate information; make sure the Orders of Supervision are transmitted properly to the AS400 to ensure that county supervisory offices can print their own orders; return electronic release planning forms to release counselors or county officers to allow them to update offender's release information;
  • Hand-calculate Post-Prison Supervision expiration dates and/or minimum periods of supervision dates on all Orders of Supervision, verifying compliance with OAR 253-05-002 (1-5). Answer questions regarding technical calculations of supervision expiration dates and minimum periods of supervision dates, conditions of supervision and Board of Parole & Post-Prison Supervision rules and procedures from parole officers and their clerical staff, members of the public, victims and their family members, offenders and their families, other state agencies and local supervisory authority agencies;
  • Process, print and fax corrections made to Orders of Supervision Conditions (amended Orders of Supervision) when previous errors are found or when changing previous conditions of release;
  • Pre-screen release planning forms for complete information. Log receipt of plans into PBMIS. Note previously designated as predatory. Flag and print sex offender assessments from the AS400 as needed, Note local control cases, printing face sheets and/or BAFs as needed. Place plans in Board member's office in chronological date order. Identify and match duplicate plans to originals as received. Telephone release counselors and request release planning form packets if they have not been received by the Board at least 30 days prior to the offender's release date; and
  • Notify Chiefs of Police and Sheriff of the county if a sex offender as defined in ORS 181.594 is going to reside in their respective city or county and their special conditions of supervision prior to the release on parole or post-prison supervision from a Department of Corrections institution.

WORKING CONDITIONS

  • Requires direct and indirect contact with inmates and offenders;
  • May require working beyond twenty (20) hours a week;
  • May require working evenings and/or weekends;
  • May require occasional travel throughout the State, sometimes overnight;
  • Work is performed in an office setting with prolonged sitting at a computer, frequent, prolonged telephone usage, researching manuals and writing various documents.
 
Have a valid driver's license and good driving record or an acceptable alternate means of transportation.
