GENERAL INFORMATION
This employment opportunity is with the Oregon Department of Corrections (DOC) Operations Division at the Shutter Creek Correctional Institution (SCCI) located in North Bend. This recruitment will be used to establish a list to fill the current vacancy only. If you are hired, you will become part of the Department's management team.
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
Applicants will be subject to a Computerized Criminal History and Motor Vehicles Division check as well as a thorough background investigation. Adverse background information may be grounds for disqualification.

TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
- six years of experience in supervision, staff-technical, or professional-level work related to program administration.
This experience must have included at least two years of supervision and management of a program section, or unit which included:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation.
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.
In the "Work History" section on your application, you must clearly describe your experience in each of the a), b), c), d) areas listed. Failure to provide this information may result in eliminating your application from further consideration.
To receive credit for applicable coursework, you must attach copies of your transcripts.
DUTIES AND RESPONSIBILITIES
The primary purpose of this position is to Serve as the deputy to the Superintendent with the specific responsibility to develop, implement, maintain, modify, and deliver programs for inmates. Major duties:
- Directs the Oregon SUMMIT Program and general population inmate programs at SCCI. Evaluates inmate programming needs and develops programming for SCCI inmates to meet those needs. Develops and implements policies, procedures, and program priorities consistent with policies established by the Superintendent. Determines the most effective utilization of resources to deliver programs. Directs the administration of institution programs and evaluates the quality of services. Resolves conflicts between staff, contractors, other institution departments, community jurisdictions, and other Department of Corrections elements. Serves as primary program administrator which coordinates activities of all other departments to achieve program goals. Provides direction to other Department Heads and staff in areas of shared responsibility and coordinates their activities in areas of mutual concern to assure that the delivery of the program is consistent with applicable rules, laws, policies, and mission and value statements of SCCI and DOC;
- Develops and reviews the policies impacting SCCI programs. Makes modifications in program delivery. Provides leadership with staff and contractors to determine and implement desirable program changes. Determines program priorities by regular evaluation of the needs of program participants and the assessment of resources available to meet these needs. Daily modification to reflect special needs and changes in available resources. Serves as a liaison with Oregon DOC Program Services Managers, participating in statewide meetings;
- Prepares budget recommendations to the Superintendent which reflect priorities and resources required to implement the Oregon SUMMIT Program and other inmate programs. Provides testimony explaining the needs and expected outcomes to Department of Corrections executives and legislative committees upon request. Oversees the general fund counseling budget and the other fund inmate welfare fund for the institution by authorizing expenditures, evaluating spending trends, providing projections, and ensuring that expenditures are within set guidelines;
- Performs supervisory functions by interviewing, selecting, training, directing, mentoring, rewarding, and evaluating subordinate staff. Hears and resolves employee grievances. Serves with management in labor negotiations and conflict resolution. Determines the need for and initiates disciplinary actions to ensure adequate and competent staffing for the program and related services;
- Performs public relations duties by addressing community and professional organizations on agency programs and policies, providing interviews to various commercial media about the program, and maintaining liaison with community corrections officials, other state boot camp program officials, and public interest groups; and
- Serves as a full authority deputy to the Superintendent with direct responsibilities for the planning, development, implementation, modification, and daily delivery of the Oregon SUMMIT Program and other inmate program services. Represents the institution on statewide DOC committees as directed by the Superintendent. Serves as the facility Superintendent in the absence of the Superintendent, including having the full authority and responsibility for all aspects of institutional activity on a 24 hour per day basis, including: security, food service, physical plant, administration, and programs. Requires this employee to serve as the ultimate commander in an emergency in the absence of the Superintendent with the authority to order the use of force up to and including lethal force.

- Must also be able to perform hands on inmate body searches and be physically able to intervene in inmate fights;
- This position is subject to callback to the prison in the event of an emergency or work stoppage, and is subject to assignment to any position in the institution;
Must have a valid driver's license and acceptable driving record or acceptable alternative means of transportation.
