The Oregon Department of Justice is currently recruiting for two current vacancies in the Office Specialist 1 classification in the Division of Child Support (DCS), Employer Services Central Unit in Salem. This recruitment will be used to establish a list of qualified applicants for these positions.
The Governor has ordered mandatory furloughs to be taken by all employees during the 2009-2011 biennium due to the economic downturn and subsequent state budget short-fall. The total number of unpaid furlough days to be taken during the biennium is determined by the employee's monthly salary and date of hire. Because of this, the advertised salary does not reflect the impact of furlough days required of this position. However, the impact of one furlough day on one's monthly salary should not exceed 5%.
The Division of Child Support is dedicated to establishing paternity and child support orders, and enforcing child support obligations in cases involving families who are receiving or have received public assistance, and in certain non-assistance cases. These activities have the benefit of helping children in need, encouraging family self-sufficiency, returning money to the public treasury and reducing the state’s costs in providing public assistance. It is the mission of the Division to enhance the well-being of children by providing child support services to families. The goals of the Division are:

5. To develop the program and staff to effectively meet the needs of children.

TO QUALIFY
Your State of Oregon PD100 application form will be reviewed to verify that you meet the minimum qualifications stated in this section. To receive credit, your application form must clearly show that you have:
- completion of courses or training in Office Technology; OR
- one year of general clerical experience which included typing, word processing, or other generation of documents; OR
- an equivalent combination of training and experience.
College courses in Office Technology will substitute for the required experience on a year-for-year basis. You must submit a photocopy of your transcripts to receive credit for required courses.

DUTIES AND RESPONSIBILITIES
This position is responsible for assisting the DCS branch offices (and other state child support programs) in the establishment, modification, and enforcement of child support orders, as once the employer reporting information is entered into the state’s computer systems, the information will be matched against existing child support cases in this state, and sent to the National Directory of New Hires for use by other states in furthering their child support actions. Major duties include:
Data Input and Processing:
Accurately enters all new hire reporting information received from employers such as federal employer identification number, employee name, social security number and address. This information must be processed in accordance with state and federal time frames and standards. Researches inaccurate and/or incomplete employer reporting information using various data bases and contacting employers as needed to obtain additional information.
Electronic Funds Transfer Methods, ACH Credit and ACH Debit
Receives and responds to inquiries from employers by phone, mail, e-mail or fax on Oregon’s electronic fund transfer mandate. Explains detailed processes for both ACH methods. Updates employer information for ACH credit method, verifies employer information and updates CSPay system. Updates child support cases with National Medical Support Notice information when appropriate.
Information and Assistance:
Receives and responds to inquiries from employers regarding Oregon’s Employer Reporting Program, explaining state and federal reporting requirements. Mails out necessary forms and information to assist employers to comply with these requirements.
WORKING CONDITIONS
Open office environment, ringing telephones, printers, telephone conversations, copiers, and other office equipment. Must be able to speak clearly and answer questions quickly and simply. Operates a computer keyboard with repetitive and constant finger and wrist movements for long periods of time in an environment where speed and accuracy are essential. Must be able to read, understand and interpret various computer program screens.
