Collection on Tribal Accounts
Oregon Tribes are Sovereign Nations and, as such, are self-governing and independent from the state of Oregon. Each tribe has different restrictions and requirements regarding the collection of delinquent debt.

Any debtor working for a tribal employer, whether they are a tribal member or not, has their account transferred to OAA’s revenue agent 2 for collection. This creates a single contact source for tribal liaisons and tribal employers. If the debtor is unable to be garnished for wages from a tribal employer, the revenue agent 2 will do additional research in an effort to locate other assets.

Debtors Want to Know
Why can’t OAA remove the penalties and interest from my liability?

OAA is a third-party collection agency. All liabilities collected by OAA belong to the state agencies that have assigned them. It is the assigning agency that determines the penalties, interest, and interest rates that are assessed to the accounts.
Success Story
OAA receives a $28,798 payment!

Chantele, OAA’s revenue agent 2, received a tip from Melinda, a Department of Revenue payroll tax revenue agent, which led to a $28,798 payment. The payroll tax revenue agent saw that the debtor had a large outstanding OAA debt and alerted Chantele that the debtor's property was in escrow. Because the debtor's property was in escrow, Chantele was able to place a lien on the property resulting in payment in full on the OAA debt.

A special thank you to Melinda and congratulations to Chantele! Working together resulted in a successful collaboration and payment in full to our client agency.
An Invitation to Meet Our Collection Teams
OAA would like to extend an invitation to our client agencies to visit our office and meet with our collection teams. Meeting in person will foster greater partnerships between OAA and our client agencies. Being able to place a face with a name the next time you call and speak with an OAA revenue agent will help build stronger lines of communication and provide even more opportunity for answering account questions. In addition, during your visit you will be able to see firsthand the work OAA performs everyday for your agency. We are looking forward to hosting you during your visit to OAA.

Watch Your Reports for Offsets!
The 2007 tax season is officially underway and offsets are being applied to debts assigned to OAA. On your monthly reports, offset payments will show as OFFS and any subsequent apportionments will show as APOR.

If a request for an apportionment is received, OAA support staff will send your agency a print-out of the liability stamped “Potential Reversal” to alert you that money may be reversed from that liability.

Chris' Corner: Collection Fee Rebate

OAA is a non-profit collection agency that charges our client agencies a collection fee to cover the costs to run the OAA program. When OAA collects more money in fees than is needed for program costs, OAA returns that overage to you.

I am pleased to let you know that OAA sent a rebate during February 2008, based on fees paid to OAA during the last fiscal year (July 1, 2006-June 30, 2007). The rebate totaled $588,000 and the amount each agency received is based upon the collection fees paid during that period. This rebate was electronically transferred on February 20, 2008.

I would like to take this opportunity to thank all of our client agencies for their business this past fiscal year. I am looking forward to another successful year of collections!
