The Oregon Dept. of Revenue is currently recruiting for a
Fiscal Analyst 3
to join our Administrative Services Division, Finance Section, Financial Services Unit in Salem
The duties of this position relate to virtually all tax programs administered by the department.
 
 
Description
 
This position’s responsibilities include accounting for tax collections and refunds.  The affected programs include personal income, withholding tax, Elderly Rental Assistance (ERA), Tri-Met Payroll and Self-Employment taxes and several other programs.  The income tax and withholding tax programs together produce $5 billion each biennium from 2 million returns and payments.  Also, the unit is responsible for the agency’s fiscal (administrative) accounting function.  Major duties include but are not limited to:
  • Coordinates the daily operations of the Revenue Accounting and Fiscal Operations teams.  This includes daily activities for eight team members:
    • Distribute workload to ensure routine activities are completed, assign and reassign work as needed.
    • Promote cross training within and among teams.
    • Organize meetings to address issues as they arise.
    • Provide input to supervisor regarding staffing levels and workload assigned to team members.
  • Act as liaison to other sections of the department and to other agencies.  Work with Internal Auditor and Secretary of State’s (SOS) auditors to identify accounting and control issues and correct deficiencies identified in these audits.  Coordinates with Internal Auditor to complete Finance Section’s annual internal control review.
  • Develop and maintain agency policies and procedures to document and communicate operations.  Evaluate accounting and fiscal operations to assure completed work complies with GAAP, GASB, and OAM standards and guidelines.
  • Review and approve a variety of activities to ensure transactions are complete, correct, and follow established guidelines. 
  • Acts as project manager to lead Statewide Financial Report team in completing the annual Statewide Financial Report.  Coordinate activities among Revenue Accounting, Fiscal Operations and Statewide Accounting and Reporting Section (SARS) Analyst.
 
Working conditions require daily use of a personal computer.  Generally, this position works in a typical office environment.  This person must be willing and able to carry file folders weighing up to 20 pounds for short distances, usually sits at a desk most of the day.
 
 
What we’re looking for…
 
Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.  Experience must have included modeling and forecasting fiscal information.
 
NOTE:
  • A Bachelor’s Degree in Business, Public or Non-Profit Management, Finance, Accounting, or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience. 
  • A graduate-level degree in any of the above areas may be substituted for four of the six years.
 
Transcripts must be submitted for all required and/or related courses.
