The Oregon Dept. of Revenue is currently recruiting for       
REVENUE AGENT 2
positions to join our agency.   
These positions work both in the field and from our main Salem office to collect tax liabilities for all tax programs, secure delinquent returns, perform account maintenance, and provide information to taxpayers.
 
 
Description
 
Successful candidates for these positions will be placed in either our Personal Tax & Compliance Division – Compliance Section or our Business Division – Collection Services Section.
 
The primary duties of these positions will include:
 
Take appropriate action to collect delinquent taxes on multiple programs, in the field and on the telephone.  This is accomplished in the following ways:
  • Contact taxpayer or representative, by phone or in person, to encourage payment before determining appropriate legal action.
  • Set up, monitor, and enforce payment agreements based on financial information gathered in the field, by phone or provided on financial statements completed by taxpayers.  Verify accuracy of information obtained.
  • Generate notices, correspondence and demands regarding delinquent taxes. This includes issuing final demand letters, docketed or non-docketed warrants, and garnishment of assets
  • Initiate warrants and garnishments against assets (wages, bank accounts, real property or other assets that are subject to garnishment) when appropriate.
  • Receive and receipt payments in the field and convey them to appropriate field office staff for processing.
  • Refer to RA3 for advanced collection tools such as till tap, license suspension, seizures, etc.  May accompany RA3’s on advanced collection processes for development purposes
  • Initiate notices, correspondence and demands to notify taxpayers to file delinquent returns for all applicable  tax programs
  • When taxpayers do not comply with the request for filing delinquent returns, initiate the necessary correspondence and assess tax, penalty and interest appropriately or refer the case to the appropriate person for follow-up.
  • Document all contacts onto computer system.
 
Investigation
  • Locate taxpayers, search for assets and determine collection potential of accounts by performing field, computer and telephone research. This may include locating and inventorying real and personal property.
  • Determine and assess officer liability per established policies and procedures.  This involves determining who is responsible for paying the withholding debt.
  • Perform necessary investigation to determine if a liability is uncollectible or the cost to the agency to collect the debt would exceed the debt itself.  Recommend the liability be cancelled or submitted for write off.
  • Reviews, processes and makes recommendations to the Settlement Offer Processing Group on settlement offers.
  • Researches and responds to garnishment challenges documentation.
 
Resolves all tax account maintenance issues including:
  • Reviews and processes penalty waiver.
  • Performs cursory review of the return received and processes it using the appropriate method based on the type of return.
  • Calculates adjustments of monies, penalties, and interest, issues billings, locates misapplied payments, verifies and/or estimates tax due using best information available and documents actions on the system.
 
Miscellaneous
 
Assist and educate the public both in person and by telephone.  This is done in the following ways:
  • Answering general questions about various tax programs administered by the department.
  • Providing correct forms and publications as needed.
  • Explaining department notices, procedures and policies to taxpayers and tax professionals.
 
Other duties as assigned including but not limited to:
  • Participating in unit, office, section, division and agency meetings as appropriate.
  • Performing special projects as assigned by office manager.
  • Trains and mentors other employees as needed.
 
 
Working conditions are primarily in a typical office environment; however this position will be required to periodically encounter the following other conditions:
  • Frequent contact with taxpayers who are frustrated or upset by phone or in person occasionally in remote locations;
  • Required to take safety measures as appropriate in the field;
  • Occasional need to climb in, on, or over obstacles to inspect construction sites, heavy equipment, and vehicles to assess feasibility of seizure;
  • Regular operation of motor vehicle in all weather conditions;
  • Occasional overnight travel or working outside regular business hours;
  • Lifting and carrying files or other items up to 50 lbs., climb stairs, bend, squat, twist, reach, and walk, possibly over uneven terrain.
 
 
What we’re looking for…
 
One year of experience in direct collection of past due accounts (telephone or face-to-face) including knowledge of field collection techniques.
 
Collection experience must have been your primary responsibility, not incidental to other major duties, and have included:
  •  tracing and contacting debtors; 
  • effecting collections by telephone or letter;
  • determining need for, and authorizing, payment plans; and applying a knowledge of business and accounting records to determine the extent of liability and appropriate collection techniques.
 
On your application, be specific in describing your collections experience in each of the areas listed; and in explaining how you gained your knowledge of field collection techniques.

 
To work for the Department of Revenue you must comply with all income tax laws. This means that the department will check to see if you have filed Oregon income tax returns and made arrangements to pay any outstanding liabilities before offering you a position.
 
Applicants will also be subject to a criminal history check, which may require applicants to be fingerprinted.  Circumstances of any criminal conviction will be reviewed to determine whether an applicant is accepted for employment.
