ADMINISTRATIVE SPECIALIST 1
(Resource Scheduling Specialist)

$2,284 - $3,235 MONTHLY


You must be a current, non-temporary employee of the Department of Public Safety Standards and Training to qualify for this position.
 
Academy Operations is responsible for the day-to-day running of the Academy.  This position works in a fast-paced, ever changing work environment.  The Operations section schedules students, instructors, and facilities.  This position serves in a variety of capacities to ensure that the training is delivered in an effective and efficient manner.  This position handles a wide variety of clerical, technical and administrative duties within tight timeframes.

The mission of the Department of Public Safety Standards and Training (DPSST) is to promote excellence in public safety by delivering quality training and developing and upholding professional standards for Oregon’s police, corrections, and parole and probation officers, telecomunicators, emergency medical dispatchers, firefighters, private security providers and private investigators. DPSST also oversees polygraph examiner licensing and administers the Public Safety Memorial Fund. The agency’s purpose in the broadest sense is to maintain a highly-skilled, professional and ethical public safety workforce that provides excellent service to the citizens of Oregon.
 
DPSST provides basic intermediate, advanced and leadership/management training and certification maintenance to more than 30,000 public safety professionals and accredits courses and instructors. Basic criminal justice training courses range in length from two weeks to 16 weeks. Specialty criminal justice, fire, private security provider or private investigator training courses range from one day to two weeks in duration.
 
DPSST operates a full-service residential training academy.  At any given time there can be up to 350 students in residence and an additional 50 to 100 attending as commuter students. The agency also delivers regional training through staff positioned at locations throughout the state, through computerized technology, and through courses at the academy in Salem.
 
Representatives from DPSST’s constituency serve on a 24-member, Governor-appointed Board on Public Safety Standards and Training (BPSST) as well as on six statutorily created policy committees and one advisory committee to establish the minimum standards for employment and training of public safety officers, and to provide broad policy guidance on Oregon’s public safety needs to the Governor, the Legislature, and the DPSST Director. The board and committees also make recommendations on revocation or denial in cases of public safety professional misconduct.

This is a full-time, position with the Academy Operations Unit.  This position is represented by AFSCME (American Federation of State, County, and Municipal Employees).  This recruitment will be used to establish a list of qualified people to fill the current vacancy.
 
TO QUALIFY
 
To be considered for this position, your application materials must clearly show:
 
You are a current, non-temporary employee of the Department of Public Safety Standards and Training to qualify for this position AND  
  • three years of clerical/secretarial experience which included:
  • two years at a full performance level performing typing, word processing, or other generation of documents AND
  • lead work responsibility or coordination of office procedures.
 
NOTE:  Preference will be given to applicants with at least 6 months of current experience using ATOMS.
 
Courses or training in Office Occupations or Office Technology may be substituted for up to one year of the clerical/secretarial experience.
 
No substitution will be made for the two years at the full performance level

DUTIES AND RESPONSIBILITIES
 
Develop an overview facility schedule for the upcoming two years, including all Police, Corrections, Parole & Probation, Telecommunications, and Campus Public Safety classes.  Twice a year, develop individual class schedules for each Police, Corrections, Parole & Probation, Telecommunications, and Campus Public Safety class that is schedule for the upcoming six month period.  Resolve any training venue conflicts or issues as they arise, updating the master schedule.  Schedule non-reoccurring classes into the master schedule, analyzing the training request against agency need and resources, suggest alternative dates when necessary.  Contact outside agencies for reserving facilities, completing all necessary paperwork, and forwarding invoices to Business Services. 
 
Act as a back up to the instructor scheduling position. This person would use ATOMS, to help schedule over 300 instructors.  Develop a six-month schedule of skill classes.  Initiate and process sign-up sheets for over 20 skills areas, analyzing travel distance, dates request, and skill level of instructors, to appropriately schedule them into the correct classes.  Send out a six-month schedule, and then re-contacts each instructors two-weeks prior to the start of the class, and then again one week prior to confirm attendance and resolve any issues that arise.  Revise and re-contact instructors when a class schedule changes, confirming availability.  Cancel instructors when needed.  Is the liaison between the Training Coordinator’s and the instructors.  Contact person for instructors regarding cancellations, day requests, timesheet issues, and scheduling questions.
 
Primary contact for internal and external requests for academy rooms, training venues, and training equipment.  Receive requests and determine if the appropriate academy resources are available to accommodate the request, if not, suggesting an alternative date or venue.  Is the liaison between the requesting outside agency and DPSST staff.  Initiate and process facility and equipment use permits, ensuring compliance with DPSST policies and procedures. 
 
WORKING CONDITIONS
 
This position works in normal office working conditions, with occasional lifting of office supplies and equipment.  A substantial portion of the workday is spent at the computer.
