GENERAL INFORMATION
The mission of DPSST is to promote excellence in public safety through the development of professional standards and the delivery of quality training.
DPSST has increased its staffing level, and is changing the way public safety training is delivered in Oregon, to include critical themes and scenarios, distance learning and other alternative methods of delivering training. DPSST’s constituency includes more than 32,000 public safety providers in many different public safety specialties within law enforcement, corrections, parole and probation, telecommunications, fire services, private security, polygraph examination and private investigation. The agency’s position authority includes a pool of part-time instructors, bringing its employee population to over 400. Most part-time employees are full-time public safety officers with federal, state, and municipal agencies throughout the state. This position is currently classified as a Safety Specialist 2. Reclassification of this position to an Operations and Policy Analyst 4 has been approved by the Department of Administrative Services and is pending legislative approval as a part of the 2007-09 budget request and adoption process.
The salary range for the Operations and Policy Analyst 4 will be used to determine the appropriate salary for the successful candidate.
The Department of Public Safety Standards and Training seeks a strong leader and manager with excellent communication skills to serve as its first Safety and Risk Management Advisor. This position will plan and direct the development and implementation of a safety, health, risk management and loss prevention program to provide maximum protection of the agency’s assets and its employees.
Candidates must have an ability to work with other Department staff to identify, anticipate, and address safety, health, and risk management issues. DPSST is looking for an individual with strengths in health, safety and risk management that is motivated to shape the Department’s safety and risk management program. Candidates must have exceptional consensus building skills. He/she must be able to establish and maintain effective and cooperative working relations with division directors, program managers, employees, vendors, consultants and the public.
Note: Preference may be given to individuals who have extensive education and training in or hold certifications in safety, health, and risk management.

TO QUALIFY
To be considered for this position, your application materials must clearly show:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND five years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to eight years of experience in safety, health and risk management.

DUTIES AND RESPONSIBILITIES
Evaluate current program. Define system requirements by partnering with DPSST internal public safety subject matter experts in all of the training venues, state and local law enforcement, corrections, parole and probation, firefighter, telecommunication, and emergency medical dispatcher agencies to develop, improve, recommend and implement safety, health, and risk management policy for Oregon’s Public Safety Academy, partner agencies, and program recipients.
Initiate strategies to improve risk management, safety and health programs; designs systems, plans and develops long-range program goals and short-range operational objectives, ensure compliance with federal and state laws, rules and regulations; analyze and evaluate delivery system design and effectiveness and advise on strategies for improvement.
Partner with DPSST leadership to establish, maintain, review, and update risk management, safety, and health performance measures, strategic plan goals, and management objectives.
Partner with DPSST leadership to prepare legislative initiatives for risk management, safety, and health program improvement and expansion, and to identify possible implications.
Develop risk minimization programs and ensure compliance with legislation.
Develop and implement a model plan for establishing and maintaining a risk free environment for other Public Safety agencies.
Conduct risk analysis, develop and implement risk management plans.
Ensure that all risk, safety and health programs are developed and managed to meet customer and stakeholder needs.
Establish and maintain positive working relationships with DPSST employees, managers, other state and community partner agencies.
Research policy issues; share findings with DPSST Leadership for use in developing long and short term strategic goals; coordinates review of existing administrative rules and regulations; ensure alignment with current policy strategies; recommend and formulate plans to change or strengthen policy direction;
Analyze policy issues that cross or affect other state agencies and community partners; develop and implement proposals, policies and strategies to address issues.
Evaluate all available information in the area of risk management, health and safety in the field of public safety training, identify risk management trends.
Advise on and direct administrative controls for risk management, safety, and health issues; partners with other partner state agencies (Corrections, State Policy, OLCC), city and county public safety agencies to develop model safety, health, and risk management practices.
Give expert consultative advice on risk management, safety, and issues to DPSST leadership, employees, partner agencies and program recipients. Give expert consultative advice on the feasibility, impact, or potential of a variety of operations, projects or proposals. Advise the Director, Leadership staff, legislative bodies, governmental entities, commissions, and partner agencies on findings related to risk management, safety, and health aspects of public safety academy operations.
Give expert testimony before constituent groups and the legislature and aid in the development of long term plans for the protection of DPSST’s public safety academy, partner agencies, and program recipients.
Represent the agency in the area of workers’ compensation claims and overall risk management to minimize impact.
WORKING CONDITIONS
The position works in a 24 hour/7 day a week, agency owned and operated facility with highly visible and highly sensitive risk management, safety and health issues.
The person in this position must have a valid driver’s license. May be required to work extended hours and/or overtime as required during travel or to meet deadlines.
