GENERAL INFORMATION 
  • The Department of State Lands (DSL) is currently recruiting for a PERMANENT full-time position located in Bend. 
  • The person hired will become part of the State of Oregon's Management Team.

Please note:  Due to the economic downturn and subsequent state budget short-fall, the Governor has ordered mandatory unpaid furloughs for employees.  This position will be required to take furloughs in the 2009 - 2011 biennium.
 
 
ABOUT THE DEPARTMENT
 
The Department of State Lands (DSL) is the administrative arm of the State Land Board (the Governor, Secretary of State and State Treasurer).  The mission of the Land Board and DSL is to serve the public in two distinct ways:  First, to manage the various lands, natural resources, and other assets of the Common School Fund in order "to obtain the greatest benefit for the people of the State" while recognizing the need for conservation and sound stewardship of these public resources.  Second, DSL is responsible for safeguarding the state's waterways and wetlands through administration of the state Removal-Fill Law and wetlands management program.  The Department also manages the state's unclaimed property and estates programs and several loan and grant portfolios.

TO QUALIFY
 
Your State of Oregon application form (PD 100) will be reviewed to verify that you meet the minimum qualifications stated in this section.  Your application must clearly show that you have:
  • Six years of experience in supervision; or six years of experience in staff-technical or professional-level work related to natural resources specifically to rangelands, waterway, forage, and special uses contracts.
This experience must have included at least two years of supervision and management of a program section, or unit which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
 
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

DUTIES AND RESPONSIBILITIES
 
This position is responsible in the supervising and directing the day-to-day activities of the Central and Eastern Oregon Land Management staff in the performance of the proprietary programs.  These programs include rangeland, agriculture, mineral, waterway, special uses and sand and gravel leasing. It is responsible for ensuring policies and procedures established by the Agency are implemented and to assure coordination with various local, state, and federal agencies.  This position reports to the Assistant Director for Land Management.
 
Staff Supervision
  • Assign and prioritize work.  Provide direction, work procedures and daily performance feedback to staff.  Review work for completeness, accuracy quality and quantity.  Provide annual feedback on performance to employees and supervisor.  Conduct regular meetings with Eastern Region staff to assign priorities, discuss work progress and policy direction.
Program Management and Coordination
  • Directs internal development and resolution of department-wide and Land Management Division program issues in areas of rangeland, agricultural, special uses minerals, waterways, sand and gravel, and land sales.
  • Participate in the development of proposed legislative proposals and internal rulemaking.  Assure coordination with local, state, and federal agencies in conjunction with the Central and Eastern Region.
Communication
  • Reviews correspondence, permits, leases, and other agency material for public distribution for accuracy and clarity.
  • Communications with subordinates on major public issues and present Division topics in public forums.  Conduct public meetings and educational forums.
Manage Rangelands
  • Manage rangeland leasing, agriculture leasing, land sales, and land management issues within the Central and Eastern Region of Land Management.

YOU MUST ANSWER THE FOLLOWING QUESTIONS:
  1. Describe your experience, level of responsibility, and identify the groups that you interacted with to the following:  (a) identify, interpret, explain, apply/gain compliance with applicable laws, rules and regulations; (b) determine required course of action necessary to gain compliance; and (c) handle and resolve difficult and contentious issues.   
     
  2. The Eastern Region Manager is responsible for the Central and Eastern Oregon Region and is responsible for the direction of programs and projects that may be program-wide, department-wide or involving multiple governmental agencies.  Provide examples of your experience as it pertains to:  (a) rangeland; (b) waterways; (c) special uses minerals contracts; (d) sand and gravel; (f) easements; (g) land sales; and (h) natural resources.
 
WORKING CONDITIONS
 
The person in this position must be able to perform efficiently, effectively, and professionally in a variety of working environments, including office environment, meetings, and the public arena.  You must have a valid driver's license and an acceptable driving record.  If not, you must be able to provide an alternate method of transportation.
 
Requires working daily at a computer, during peak activity periods, employee may be required to work extra hours.  Frequent overnight stays and exposure to inclement weather.  The individual may be exposed to hazardous/toxic substances, and must have the ability to lift and carry items weighing 30 pounds maximum.
