GENERAL INFORMATION
- The Department of State Lands (DSL) is currently recruiting for a PERMANENT full-time position located in Salem.

Please note: Due to the economic downturn and subsequent state budget short-fall, the Governor has ordered mandatory unpaid furloughs for employees. This position will be required to take furloughs in the 2009 - 2011 biennium.
ABOUT THE DEPARTMENT
The Department of State Lands (DSL) is the administrative arm of the State Land Board. The mission of DSL is to serve the public in two ways: First, "to ensure a legacy for Oregonians and their public schools through sound stewardship of lands, wetlands, waterways, unclaimed property, estates and the Common School Fund". Second, DSL is responsible for safeguarding the state's waterways and wetlands through management of the state removal-fill program and wetlands programs.

TO QUALIFY

- Two years of professional information systems experience which includes developing, maintaining, and installing information systems, and analyzing systems. Experience must include activities associated with operating and maintaining Geographic Information Systems and database administration and either
(a) at least 30 quarter (20 semester) credits in computer science; OR
(b) two more years of information systems experience.
DUTIES AND RESPONSIBILITIES
The purpose of this position is to complete or oversee the completion of GIS projects for the Wetlands and Waterways Conservation Division. The incumbent acts as the division GIS Project Coordinator on GIS issues related to the removal fill and wetlands programs as well as providing support to the division's streamlining efforts. The position will also have significant involvement working with the Department's relational database as it relates to the Wetlands and Waterways Conservation Division - The Land Administration System (LAS) - to integrate data for presentation in GIS layers and to ensure the accuracy of data entered into and mined from the LAS system.
MAJOR DUTIES INCLUDE:
- Coordinates the completion of GIS projects or completes Geographic Information Systems (GIS) projects for the Division requiring an integration of spatial data, textural data and /or photographic data. Analyze GIS data in order to assist in agency decision-making. Responsible for the development of GIS program operating procedures; determines project cost estimates and assures quality and accuracy standards are met to carry out planned tasks as assigned by the Assistant Director.
- Develops and implements systems to make GIS data available to staff and public via PC or similar device in a manner consistent with agency plan.
- Assists in the planning, operation and management of the GIS and GPS computer hardware and software systems for the division.
- Programming - Code, test, correct and document computer programs.
- System Analysis - Determine system requirements and coordinate with existing and projected capacity and capabilities. Recommends hardware/software system upgrades and improvements to meet anticipated demands.
- System Administration - Install, modify, maintain and troubleshoot (as well as repair) computer hardware and software; configure PC and UNIX workstations; perform or oversee backup.
- Database Administration - Design, develop, document and maintain databases; perform quality control on new and existing data.
- Assists in the preparation of division reports and presentations, contested case exhibits, and State Land Board agenda items. Prepares analytical reports, data, maps and displays. Assists supervisor in developing programs, requirements, justification, and budget recommendations.
- Assists the Information Systems Section in the Division of Finance and Administration by coordinating data sharing and integration of GIS and Land Administration System within DSL. Prepares and coordinates division information for public review.
WORKING CONDITIONS
The following are requirements of the job and must be accomplished with or without reasonable accommodations:

- Occasional travel to field locations by car.
