GENERAL INFORMATION

- The Department of State Lands (DSL) is currently recruiting for a PERMANENT full-time position located in Salem.
- The person hired will become part of the State of Oregon's Management Team.

Please note: Due to the economic downturn and subsequent state budget short-fall, the Governor has ordered mandatory unpaid furloughs for employees. This position will be required to take furloughs in the 2009 - 2011 biennium.
ABOUT THE DEPARTMENT
The Department of State Lands (DSL) is the administrative arm of the State Land Board. The mission of the Land Board and DSL is to serve the public in two distinct ways: First, to manage the various lands, natural resources, and other assets of the Common School Fund in order "to obtain the greatest benefit for the people of the State" while recognizing the need for conservation and sound stewardship of these public resources. Second, DSL is responsible for safeguarding the state's waterways and wetlands through administration of the state Removal-Fill Law and wetlands management program. The Department also manages the state's unclaimed property and estates programs and several loan and grant portfolios.

TO QUALIFY
Your State of Oregon application form (PD 100) will be reviewed to verify that you meet the minimum qualifications stated in this section. Your application must clearly show that you have:
- A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND three years of Human Resource professional-level experience related to the position; OR
- Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; OR
- Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
To receive credit for a degree or course work in a specific and/or related field, you must submit a photocopy of your transcripts.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to manage the Agency's Human Resources program and provide direction to the Director, Assistant Directors, Management Team, and other staff members in areas of human resources. It is responsible for nine program areas including: Diversity & EEO/Affirmative Action; Employee/Labor relations; Classification/Compensation; Recruitment/Retention; Policy/Procedures; Training/Career Development; Personnel Records Management; Safety Compliance/Worker's Compensation; and Employee Activities/Recognition.
MAJOR DUTIES INCLUDE:
Supervision
- Assign and prioritize work. Provide direction, work procedures and daily performance feedback to staff. Review work for completeness, accuracy quality and quantity. Provide annual feedback on performance to employees. Assign priorities, discuss work progress and policy direction.
Management Team
- Participates as a key member of the Agency's Management Team in planning and implementing the Human Resource programs. Assists in short- and long-range planning; development and implementation systems, policies and procedures for the effective and efficient administration of all areas of human resource programs. Appointing Authority for HR related areas with full responsibility to advise, counsel and educate the Director, agency management and employees in all areas of personnel administration, rule interpretation, labor employment law application, state and federal laws, rules and programs related to personnel and employee relations. Represent DSL in Human Resource Mgmt. meetings.
Labor / Employee Relations
- Represents the agency in contract development and during union contract negotiations. Advise managers and employees on disciplinary issues; research, investigate and resolve grievances, writes formal disciplinary actions. Investigates discrimination and sexual harassment complaints, prepares responses and determine appropriate action. Work with external professional and administrative resources such as the Department of Justice, Department of Administrative Services, Bureau of Labor and Industries, Employment Relations Board, and Union Representatives to take appropriate actions and resolve issues. Prepares responses to grievances for the Director and represents the agency at hearings, arbitration and in court as necessary. Attends mediation fact-finding and/or arbitration meetings as the agency representative or as a witness.
- Research, analyze and provide interpretation on Oregon Revised Statutes (ORS), Administrative Rules, HRMD rules and policies, Agency personnel policies and rules, collective bargaining agreement interpretation. Write and/or revise agency policies, procedures, handbooks and training materials to ensure efficient operation of agency functions and programs, and to coincide with Department of Administrative Services OARs, rules and collective bargaining contract; reviews, recommends, and/or drafts changes to agency policies, procedures, and administrative rules.
Position Management
- Develop, review and revise position descriptions for proper allocation; conduct position audits; respond to employee, union and management requests for reclassifications; work with management on position description development for new position establishments; coordinate class studies and conducts position audits, documents findings; coordinates decisions to staff in writing; and advises management of alternatives structures.
Recruitments
- Manages recruitments, including developing recruitment announcements; examinations and grading criteria and interview questions; advises applicants regarding processes; assists with interviewing; develops and contact special recruitment sources, advises management on AA and EEO requirements in the selection process, conducts background checks and investigations. Serve as School to Work Coordinator and ADA coordinator, assisting supervisors in filling vacant positions through competitive recruitments including outreach for diverse applicant pools and developing programs for school to work opportunities.
Safety
- Handle SAIF and Worker's Compensation claims; develop and interpret safety policies and procedures; assure staff's training needs for safety concerns are met; prepare accident reports and keep OSHA.
Affirmative Action
- Serves as Affirmative Action Officer, responsible for preparation and implementation of the agencies Affirmative Action Plan. Direct and advise the agencies Diversity Committee. Participates as a member of the Governors Affirmative Action Workgroup. Provides training and advise in the selection process to agency management. Investigates and/or provides guidance on investigations into and responses to claims of discrimination, workplace harassment, and BOLI and EEOC inquiries. Develops reports of findings and represents the agency at hearings, arbitration, and in court as necessary. Updates and distributes the agency Affirmative Action reports and actively supports the plan and diversity programs.

Give examples of each item on which you have advised, the audience, and your level of responsibility.
WORKING CONDITIONS
Requires working daily at a computer, office environment that may be faced paced, with a variety of work and frequent interruptions, dealing with sensitive or confidential information and short deadlines. May require overtime, weekend work and instate travel. Some lifting may be required 30-50 pounds.
