Contracts and Procurement Services provides purchasing guidance and contract development for the Department. The unit:
-
Receives procurement and contract requests from every section within the Department;

Determines, in collaboration with program staff, the appropriate procurement process or contracting method;

Conducts solicitations for all types of procurement up to the monetary threshold authorized by the State Procurement Office;
-
Develops solicitation and Contract/Agreement documents; and
-
Manages the signature process, including issuance of fully executed Contracts and Agreements and subsequent Amendments.

The Oregon Employment Department provides for the integrity and security of its information assets. This is accomplished by establishing appropriate policies and procedures for preserving the integrity and security of each automated process, paper file, or data base of information.
Information Security Policies and procedures establish and maintain a standard of due care to prevent misuse or loss of state agency information assets and provide management directives for information security to conform with business requirements, laws, and administrative rules.
All contractors, vendors, partners, volunteers, and non-OED staff who access confidential information or agency data must certify they have read and understand the Information Security Policy and related documents prior to performing services for the Department.

Criminal Background Checks
All contractors, subcontractors, vendors, and consultants doing business with the Department must conduct and pay for criminal record checks, at their expense, on any of their employees who have access to any systems or data, or who may enter any of the Department's buildings. They must provide written assurance to the Department that the subject individuals are fit for services to the Department. Workforce Partners are excluded from this policy.
