Providing meaningful access to services for customers with limited English proficiency (LEP)
Vision
The Oregon Employment Department's (OED) LEP program vision is to develop and promote this organization's linguistic competence by ensuring it's capacity to communicate effectively, and convey program information in a manner that is easily understood by diverse audiences including persons of limited English proficiency (LEP), those who have low literacy skills or are not literate, and individuals with disabilities.
Mission Statement
The LEP Program mission is to ensure our customers have meaningful access to all OED’s programs and services, and are able to effectively participate in the same, regardless of their ability to speak, read, write or understand English by:
  • Assuring, quality language services are available for LEP customers, enabling effective communication between OED and the customer, in person, over the phone, in writing or through electronic media. 
  •  Ensuring agency wide consistency in language service delivery
 
This includes the use of:
  • bilingual/bicultural staff
  • foreign language interpretation services
  • sign language interpretation services
  • multilingual telecommunication systems
  • Online Relay Services and TTY
  • Assistive technology devices
  • Materials in alternative formats (e.g. audiotape, Braille, enlarged print)
  • Printed materials in multiple languages
  • Translation services including those of;
    • Program materials (i.e.: publications, applications, letters, forms, web pages, etc.)
    • Signage
    • Program educational materials
