Article Content CONTACT: Tom Fuller 503-947-1301 Thomas.E.Fuller@state.or.us or Craig Spivey 503-947-1303 Craig.C.Spivey@state.or.us Unemployment Insurance The number of initial regular claims was 12% lower in June of 2011 than in June 2010, while the number of regular first payments was down 21% for the same period. The number of regular benefit weeks claimed was down 37% year -over-year. There were 48% fewer unemployed workers who exhausted their regular benefits in June 2011 than in June2010 (partly due to a lower number of people claiming regular benefits), additionally the exhaustion rate went down from 55% to 48.6%. Average regular claim duration is over two weeks lower than last year. The number of people claiming Emergency Unemployment Compensation and Extended Benefits has been steadily decreasing partly as a result of fewer workers exhausting their regular claim benefits, but also due to EUC recipients claiming fewer weeks. An estimated 32,000 workers exhausted all available benefits since the beginning of 2009. Many of these exhaustees claimed over 2 years of benefits. The recent lower claim activity is reflective of a gradually improving economy. Fewer people are being laid-off; those who were more recently unemployed are claiming fewer weeks of benefits. Though, when a person stops claiming benefits before their eligibility runs out we do not know why with certainty, it is reasonable to assume that these workers have found jobs faster and at a higher percentage than those who were unemployed last year. During periods when extension benefits are not available (when the economy is “healthy”, such as in 2006), the average claim duration is around 14 weeks, and the exhaustion rate is around 30%.
