OED Diversity Council
Purpose:

The purpose of the Employment Department Diversity Council is to act as an advisory group to the Executive Team and make recommendations to develop work plans and strategic actions that will provide a positive work and learning environment for all employees by promoting awareness of diversity and cultural differences, creating an atmosphere conducive to job satisfaction and in turn lead to more effective service to the diverse populations we serve.

Goal:

The acceptance of all individuals in our work place

Objectives:

  • To provide non-political and multicultural perspectives and recommendations to the Executive Team.
  • To receive staff and customer input on diversity issues.
  • To identify potential diversity barriers to the Department’s mission, goals, and values. 
Membership Structure:

There are 15 member positions on the Council, including the Chair and Vice Chair.

 
Our Culture
All OED management staff actively support recruitment and career development programs to ensure equitable representation of minorities, women and people with disabilities in all job classifications. Managers are responsible for utilizing a range of supports and resources to ensure meaningful progress towards achieving affirmative action goals, including, but not limited to performance evaluation decisions and resource allocation, monitor the accomplishment of this plan on an ongoing basis, and make adjustments to the plan as necessary.
 
Each employee is responsible for creating and contributing to an inclusive and professional work environment that is safe for everyone. It is the responsibility of management staff to ensure the work environment is free from any form of discrimination or harassment or from retaliation for filing a complaint related to workplace concerns.
 
The Oregon Employment Department supports and promotes the State Employees' Charitable Fund Drive. The CFD is an annual, combined charitable giving campaign that offers charitable choices to State of Oregon employees. The first Charitable Fund Drive was implemented by Executive Order in 1989.
 
The State of Oregon Employees' CFD consolidates charitable solicitation into an annual campaign. Combined campaigns offer easy access to a wide range of charities and offer employees a great deal of control over their charitable giving. Combined campaigns have also proven to be very effective for the charitable organizations and more efficient for state employees.

OED also actively participates in and promotes the Governor's State Employees Food Drive. The annual food drive is the largest food drive benefiting the Oregon Food Bank Network. The drive collects funds and food for the Oregon Food Bank Network through fundraising events and donations collected during the month of February.

Limited English Proficiency (LEP) Services
All state agencies that receive financial assistance from the federal government, including but not limited to state agencies, local agencies and for-profit and non-profit entities, must comply with the Title VI Civil Rights Act of 1964 and the Executive Order 13166.
 
Title VI of the Civil Rights Act of 1964:
It is policy of the United States that discrimination on the ground of race, color, or national origin shall not occur in connection with programs and activities receiving Federal financial assistance and authorizes and directs the appropriate Federal departments and agencies to take action to carry out this policy.
Executive Order 13166:
Requires federal agencies to examine the services they provide, identify any need for services to those with limited English proficiency (LEP) and develop and implement a system to provide those services so LEP persons can have meaningful access consistent with, and without unduly burdening, the fundamental mission of the agency.

Directed federal agencies to publish guidance on how their recipients can provide access to LEP persons:  Improve the language accessibility of their own federal programs and breakdown language barriers by implementing consistent standards of language assistance across federal agencies and amongst all recipients of federal financial assistance.
As a recipient of federal assistance, the Oregon Employment Department is required to take reasonable steps to ensure meaningful access for persons who are LEP.
 
All OED offices have access to language assistance and interpretive services which are provided to our customers at no cost.
