 Program Areas
The Business and Employment Services division serves businesses by recruiting and referring qualified applicants, and provides resources to diverse job seekers.  There are 38 B&ES offices and One Stop Centers in Oregon.  This division is a partner in the WorkSource Oregon coordinated service delivery strategy.  A major component of this Division is B&ES Programs whose functions include: interpreting & applying laws and rules that govern employment service programs; providing support, technical assistance and training to field office staff and managing programs targeted to specific populations.

The Workforce and Economic Research Division serves businesses, policy-makers, students, job seekers, Employment Dept staff, and others. They provide information about unemployment rates, employment trends, wages, education and training requirements for Oregon's jobs, and career decision-making.  Each year Research responds to more than 8,000 information requests, gives over 300 presentations to a total audience exceeding 10,000, distributes more than half a million publications and reports, and welcomes over 850,000 customers to their web site.

Unemployment Insurance (UI)
The Unemployment Insurance Division includes Tax, Benefits, Programs & Methods, and the UI Call Centers in Portland, Eugene and Bend.  These sections work together to support economic stability for Oregonians and communities during times of unemployment through the payment of unemployment benefits. The duties of these sections include processing and payment of UI benefit claims via telephone and internet, determination and collection of employer contributions to the UI Trust Fund, monitoring of benefit payments, uncovering and deterring benefit overpayments and fraud, development and monitoring of UI technical programs, design and implementation of UI training and the compilation and publication of UI program data.

The Office of Administrative Hearings hears the contested cases of OED as well as approximately 70 other state agencies, on subject matters ranging from social service benefits, child support and environmental issues, to driver's license suspensions and professional licenses, which represents about 90 percent of all state contested case hearings held in Oregon. OAH processes about 20,000 UI-related hearing requests per year.

EAB is part of Oregon's UI claims determination process.  A decision issued by OAH is final unless one of the parties files an application for review with EAB, the third level of the determination process. EAB reviews roughly 10% of OAH's hearing decisions and issues between 3000 and 4000 decisions per year.  Jurisdiction to review EAB decisions is vested in the Court of Appeals.

 Support Areas

Office of Human Resources (OHR)

The Office of Human Resources provides human resource and labor relations consultation, as well as payroll and benefit services for all agency employees.  This unit works diligently to attract, hire, develop and retain a diverse, competent, and motivated workforce. 

Also a part of Human Resources, Facilities provides a wide range of support services to the Department, including mail and central lobby reception services and fleet management. Facilities designs and manages capital improvement projects, performs space design and planning, develops preventative and predictive maintenance schedules for all owned buildings and performs property management services for the Department's leased facilities.

Learning and Development is part of the Office of Human Resources and leads the agency's employee development efforts.  In addition, this section provides facilitation services, leadership development, manager development, and agency-wide learning on an ongoing basis.  The Learning and Development Team helps to create an environment within the agency that inspires learning and positive change. 
Financial Services includes the Department's budget, accounting, procurement and contracting functions.  They are responsible for providing leadership in the development and execution of the OED biennial budget, actuarial services, federal financial reporting, cash management, and the development and execution of legal contracts.   
Information Technology Services (ITS)
Information Technology Services (ITS) develops, delivers, and maintains application systems and provides infrastructure and operations services for every program area of the Employment Department.  ITS is responsible for complex and diverse systems such as Internet/Intranet, client/server, mainframe, telecommunications, network and desktop computers. 
Communications 
The Communications section oversees all agency marketing and the internal flow of communication between staff.  They are the first point of contact for newspaper, magazine, radio and television reporters.  Communications provides layout and design services for the publication of forms and other documents and guidance in the development of electronic publications. The section also oversees publication of content on the agency's external and internal web sites. 

The Limited English Proficiency program is a part of  Communications.  LEP translates documents into other languages and oversees services to customers with limited English skills. LEP also provides documents to agency customers in alternate formats.
