IMPORTANT
1. Save the file to your Desktop. If you choose to save to another location, or your Internet browser saves to a different location by default, please note where the file is saved.
2. During the installation of OTTER, you may encounter a message stating that a "read only" file has been detected (click here for an example). If this occurs, check "Don't display this message again." and click "Yes" to continue. OTTER will install properly if these steps are followed.

EMPLOYMENT DEPARTMENT SOFTWARE AGREEMENT Please read the following agreement before using this software. Downloading this software indicates that you have read and accepted the terms of this agreement. If you do not agree to the terms in this agreement, do not download this software.
In no event will the Oregon Employment Department be liable to you for any damages, including any loss of profits, lost savings, or other incidental or consequential damages arising out of your use or inability to use this program, even if the Employment Department or an authorized Employment Department representative has been advised of the possibility of such damages, or for any claim by any other party.
This agreement shall be construed and governed in accordance with the laws of the State of Oregon. Should any term of this agreement be declared void or unenforceable, such declaration shall have no effect on the remaining terms hereof.
This Software Requires
- Operating system of Windows 2000/XP/Vista/7 (32 or 64-bit)
- A Pentium microprocessor or higher
- 16MB RAM, though 32MB is preferred
- 20MB free space on the system hard drive
Instructions for Downloading and Installation
1. Click on the link above to download the software.
2. Choose "Save" (not run) on the pop-up window.
3. Click "Desktop" or navigate to "Desktop" (or your preferred folder) in the "Save In" box.
4. Click "Save".
5. When the download completes, close the window (this may happen automatically). Please note that OTTER is not installed/upgraded until the remaining steps are completed.
6. Close all open applications, including OTTER.
7. From your Desktop, or folder in which the OTTER setup file was saved, double-click "Otter32Setup2.17Full.exe" icon to begin the installation process.
8. Follow the prompts. When you reach the screen asking you to "Upgrade Existing OTTER Installation" or do a "New Installation", choose the option appropriate for your situation. OTTER will install. Say "Yes" to the prompt asking if you would like to make a shortcut to OTTER and allow your computer to restart at the end of the installation.
9. Once your computer restarts, start the OTTER program (see "Starting the Program" below). Verify that you have version 2.17.0 by clicking on "Help" → "About OTTER" in the menu bar, or check the bottom right hand corner of your OTTER screen.
10. Delete the the setup file "Otter32Setup2.17Full.exe" from your Desktop or folder in which it was saved.
To Install OTTER in a Network Configuration
(Click here for instructions on upgrading an existing OTTER network installation.)
1. Go to your network drive and create a folder named "Otter32".
2. Download the OTTER setup file on each of the workstations that will be running OTTER. See "Instructions for Downloading" above.
3. When the downloads are complete, begin the OTTER installation process on the first workstation. At the "Upgrade or "New Installation" screen, choose "New Installation". Click "Next".
4. At the "Choose Destination Location" portion of the install wizard, do not install to the default C:\Program Files location. Instead, click on "Browse".
5. Navigate to the network drive and click on the "Otter32" folder.
6. Click "OK" and then "Next" to continue the installation.
7. Say "Yes" to "Do you want a shortcut on your Desktop?".
8. You will not normally need to restart when installing to a network.
9. On the next workstation, run the OTTER setup file. During the installation process, choose "Upgrade". When prompted, choose the network "Otter32" folder as the destination folder. Say "Yes" to "Do you want a shortcut on your Desktop?". You do not need to restart your workstation. Repeat these steps for any other workstation that needs to run OTTER.
10. After confirmation of successful installation on the workstations, delete the "Otter32Setup2.17Full.exe" files residing on the Desktops of your workstations. All of your database information will be stored on the network drive, but be accessible from the workstations.
UPGRADING OTTER NETWORK INSTALLATION: Download the OTTER setup file to each of the Desktops of the PCs accessing OTTER on the network. Run the installation file on each PC, choose upgrade when prompted, and make sure to point the installation to the Otter32 network folder.
Instructions for Starting the Program 1. Select Otter32 item under Start → Programs (All Programs for Vista and 7 users) → Otter32 System or open the "Otter32" shortcut on your Desktop (icon looks like an otter picture).
2. Versions:
A. If using an upgraded version, start by adding the current year by clicking the "+" icon in the upper left of the screen.
B. If using a new installation, enter the business information and follow the prompts in the "Startup Wizard".
