OTTER - The Oregon Tax Employer Reporting System
OTTER is a Windows based program for completing and filing the Oregon Combined Payroll Tax Reports electronically, eliminating the need for paper forms.

This Software Requires
- Operating system of Windows XP/Vista/7/8 (32 or 64-bit)
- A Pentium microprocessor or higher
- 16MB RAM, though 32MB is preferred
- 20MB free space on the system hard drive
To Install OTTER in a Network Configuration
(If upgrading an existing OTTER network installation, click here.)
1. Go to your network drive and create a folder named "Otter32".
2. Download the OTTER setup file on each of the workstations that will be running OTTER. See "Instructions for Downloading" above.
3. When the downloads are complete, begin the OTTER installation process on the first workstation. At the "Upgrade or "New Installation" screen, choose "New Installation". Click "Next".
4. At the "Choose Destination Location" portion of the install wizard, do not install to the default C:\Program Files location. Instead, click on "Browse".
5. Navigate to the network drive and click on the "Otter32" folder.
6. Click "OK" and then "Next" to continue the installation.
7. Say "Yes" to "Do you want a shortcut on your Desktop?".
8. You will not normally need to restart when installing to a network.
9. On the next workstation, run the OTTER setup file. During the installation process, choose "Upgrade". When prompted, choose the network "Otter32" folder as the destination folder. Say "Yes" to "Do you want a shortcut on your Desktop?". You do not need to restart your workstation. Repeat these steps for any other workstation that needs to run OTTER.
10. After confirmation of successful installation on the workstations, delete the "Otter32Setup2.18.exe" files residing on the Desktops of your workstations. All of your database information will be stored on the network drive, but be accessible from the workstations.
UPGRADING OTTER NETWORK INSTALLATION: Download the OTTER setup file to each of the Desktops of the PCs accessing OTTER on the network. Run the installation file on each PC, choose upgrade when prompted, and make sure to point the installation to the Otter32 network folder.

In no event will the Oregon Employment Department be liable to you for any damages, including any loss of profits, lost savings, or other incidental or consequential damages arising out of your use or inability to use this program, even if the Employment Department or an authorized Employment Department representative has been advised of the possibility of such damages, or for any claim by any other party. This agreement shall be construed and governed in accordance with the laws of the State of Oregon. Should any term of this agreement be declared void or unenforceable, such declaration shall have no effect on the remaining terms hereof.
