New Automated System Aimed to Lower Cost to Employers

Responding to unemployment insurance information requests within tight deadlines creates a significant administrative burden on companies.  The process puts a strain on the bottom line.

This problem gets worse for employers and third-party administrators that have operations in multiple states.  Until now, no single, national standard existed to help states and employers easily exchange key information about unemployment claims.

Introducing SIDES, the State Information Data Exchange System.

Developed through a partnership between the U.S. Department of Labor and state unemployment insurance agencies, SIDES and SIDES E-Response offer employers and third party administrators a secure, electronic and nationally-standardized format in which they can easily respond to unemployment insurance information requests. And, it’s free of charge.

With SIDES and SIDES E-Response employers can supply data needed for unemployment insurance information requests faster and more accurately, reducing follow-up phone calls, streamlining unemployment response processes, and reducing paper work resulting in a savings of time and money.

In addition to the significant administrative cost savings the new system addresses two of the largest causes of unemployment insurance overpayments: incorrect initial eligibility decisions and working while receiving unemployment benefits.

In fiscal year 2011, the unemployment insurance system nationwide paid $117 billion in federal and state benefits to 18.7 million people. The U.S. Department of Labor estimates that 12 percent of these benefits were paid improperly.

For employers with a limited number of UI claims throughout the year, the SIDES E-Response website provides an easy and efficient portal for electronically posting responses to information requests from state agencies. SIDES E-Response is available to any employer or third party administrator with Internet access.

SIDES provides a more automated data-sharing and file-tracking interface between employers’ IT systems and state agency networks. SIDES is an integrated computer-to-computer interface designed for employers and third party administrators that typically deal with a large volume of unemployment insurance information requests. SIDES is especially helpful to those that operate in multiple states. 

Both options are completely free of charge for employers and TPAs, although there will be internal IT system development costs to integrate SIDES. In addition, both options have multiple layers of security that are implemented to the highest standard, given the sensitive data exchanged between state unemployment insurance agencies and employers and third party administrators.

SIDES and SIDES E-Response have the potential to significantly improve the unemployment insurance information exchange process, giving employers and third party administrators a way to save time and money by:
  • eliminating delays related to paper mail delivery, and allowing more time to gather information and respond;
  • ensuring more complete information is provided through standard edits, validations and business rules, reducing time-consuming follow up phone calls;
  • reducing paper handling, staff time and postage costs; and
  • keeping UI tax rates lower by reducing improper payments.

 

 
 
How to enter the state/federal ID and the PIN for E-Response:
 
Enter your Federal ID number (FEIN) without dashes.
Enter your State ID (BIN) with the dash. If the mailing date printed on the notice is 11-20-12 or earlier you will need to add three
additional zeroes at the front of the BIN.
Enter your PIN number with a capital A.
